Resolution 51-2020: Approving an Intergovernmental Agreement between City of Littleton and Arapahoe County regarding the CARES Act Local Government Distributions

PURPOSE:
To approve or not approve an IGA between the City of Littleton and Arapahoe County to receive a portion of CARES Act monies allocated to Arapahoe County.

SUMMARY:
On March 27, 2020, the United States Congress adopted the Coronavirus Aid, Relief, and Economic Security Act, Pub. L. No. 116-136, div. A, Title V (the "CARES Act"), which established a $150 billion Coronavirus Relief Fund (the "Fund"). Pursuant to the CARES Act, the United States Treasury ("Treasury") will make payments from the Fund to States and eligible units of local government. Those eligible unites of local government were considered to be Counties and/or Cities that had a population of 500,000 persons or more.
Pursuant to Section 18(2) of Article XIV of the Colorado Constitution and C.R.S. Section 29-1-203, as amended, Arapahoe County and the City of Littleton have the authority to enter into intergovernmental agreements and are authorized to cooperate by contracting with one another for their mutual benefit. Arapahoe County desires to distribute a portion of its allocation of Coronavirus Relief Funds with the City of Littleton in order to effectuate the purpose and intent of the CARES Act and to assist the City of Littleton in mitigating the impacts of the COVID-19 emergency.
