POLICY QUESTION:
Shall the city council approve a resolution to enter into intergovernmental agreements (IGAs) with Littleton Public Schools and South Suburban Parks and Recreation District and a letter agreement (Letter Agreement) with Urban Drainage & Flood Control District concerning inclusion of agricultural land into the Santa Fe Urban Renewal Plan and future mill levy use in urban renewal plans.

BACKGROUND:
During the development of the South Santa Fe Urban Renewal Plan, it was determined that the property commonly known as the 'Ensor' property was zoned agricultural by the county assessor's office. One option for inclusion of agricultural land into an urban renewal plan requires the agreement of all the impacted taxing entities. Staff reached out to the taxing entities and the resulting action of the governing bodies of those entities is the two IGAs and the Letter Agreement before council.

Arapahoe County was not willing to support the inclusion of the 'Ensor' property into the urban renewal plan, so staff presented, and council approved, an alternative option for the inclusion of the property into the urban renewal plan.

STAFF ANALYSIS:
While these IGAs and Letter Agreement are no longer technically necessary, staff highly recommends that council approve them. The intent of reaching out to the taxing entities was to show that the city understands the implications of tax increment financing on service delivery and the associated revenues and service delivery of its taxing partners.
