POLICY QUESTION:
Does city council support setting the fee for a parking permit issued under the Neighborhood Permit Parking Program (NPPP) at $15?

BACKGROUND:
City council is responsible for setting fees by resolution for parking permits issued under the revised NPPP.

STAFF ANALYSIS:
During the recent transfer of the administration of the NPPP from the public works department to the police department, staff evaluated the policy and effectiveness of how the city issues neighborhood parking permits and establishes neighborhood permit parking zones. After evaluation of the program and a review of how other cities issue similar permits, it was determined to add thresholds to be met before establishing or maintaining a neighborhood permit parking zone and issuing permits for the zone.

This additional process acknowledges that streets are public and should accommodate parking by the public, but also recognizes an expectation that homeowners should be able to park on the street near their homes.

FISCAL IMPACTS:
The new process requires additional data collection and staff analysis to establish a zone. Permits are now valid for two years and the recipient of a permit will be granted two guest parking permits associated with their residence. Given the increased administration involved in issuing permits, staff is recommending a fee of $15 for a permit that will be valid for two years.

STAFF RECOMMENDATION:
Staff recommends approval of the resolution.
