POLICY QUESTION:
Does city council support adoption of an intergovernmental agreement (IGA) with Arapahoe County to receive $498,352 in funding to construct improvements along the Mary Carter Greenway at Riverside Downs?
BACKGROUND:
Council approved $900,000 in the 2015 budget to complete improvements adjacent to Riverside Downs Shopping Center along the Mary Carter Greenway and the South Platte River.
The project was identified as a high priority by the South Platte Working Group and funding from Arapahoe County Open Space was dedicated to the project for design and engineering. At a meeting earlier this year, the city council and the board of South Suburban Park and Recreation District approved the master plan for Riverside Downs.
In order to leverage city funding, staff approached Arapahoe County to partner on this project. An application was submitted to the county and reviewed by the South Platte Working Group, the Arapahoe County Open Space and Trails Advisory Board, and the county commissioners. The commissioners approved $498,352 in open space funds for the project in mid-February.
STAFF ANALYSIS:
The IGA is a requirement to receive funding from the county.
FISCAL IMPACTS:
To receive the open space grant funds, the city commits to completing the project at a total estimated cost of $1.06 million. The 2015 budget includes $900,000 for this project, not including the $498,352 in grant funds and therefore staff believes ample funding is budgeted to ensure the project's completion.
STAFF RECOMMENDATION:
Staff recommends approval of the IGA with Arapahoe County Open Space.
