PURPOSE:
To obtain planning commission's approval of a Conceptual Master Development Plan for Bear Valley Bible Institute at 7926 S. Platte Canyon Rd., allowing it to be removed from the governing PD, in order to access the underlying Business Center (BC) zoning district.
LONG-TERM OUTCOME(S) SERVED:
High-Quality Governance
DISCUSSION:
The applicant seeks approval of a Conceptual Master Development Plan for the re-use of a former corporate headquarters office building (Kiewit) for administrative offices and a ministry training center. The proposed project is only for interior improvements of the existing building for the new proposed use, with no anticipated exterior site work. The building is currently governed by the South Platte Reservoir Planned Development (PD), with its underlying BC zone district. Per Section 10-1-1.2.A.E.2, a property owner may seek approval from Planning Commission in order to utilize the standards and regulations of the underlying zone district. The owner and applicant of the subject parcel are interested in the renovation of the existing corporate office building into a Private College/University land use, which is currently not allowed in the established PD given the use limitations and other listed requirements.
BACKGROUND:
The South Platte Reservoir PD was first approved in November 1999, and it established the use and regulations for 7926 S. Platte Canyon Road. The allowed uses for the site included water quality and storage facilities, South Platte Park complimentary features, existing billboards, limited access to the reservoir for security purposes, along with continued 24 hour-a-day mining operations and office use of the former Kiewit corporate headquarters with allowances outlined in an intergovernmental agreement. The use and standards for the site under the PD has restricted the former Kiewit Corporate Headquarters office building’s redevelopment potential, noting the minimal land use options beyond the site’s former specialized reservoir uses. In addition, the current economic viability of office development and redevelopment is limited. The proposed Bear Valley Bible Institute will bring students from around the world to the facility for faith studies, adding economic growth to the area through a year-round use of this under-utilized structure. Fifty to sixty students per class will stay in the area and utilize local services. The site is located at Littleton’s southwestern boundary, surrounded by the South Platte Park and the South Platte Reservoir. The site is accessed off of S. Platte Canyon Drive to the west, also boarded by a single-family residential neighborhood in unincorporated Jefferson County.
FISCAL IMPACTS:

STAFF RECOMMENDATION:
Based on staff's analysis, the proposed Conceptual Master Development Plan for Bear Valley Bible Institute at 7926 S. Platte Canyon Rd. is in compliance with the approval criteria in Littleton’s City Code section 10-9-5.7, as detailed in the staff report. Therefore, staff recommends approval of planning commission Resolution 09, Series, 2026.
ALTERNATIVE:
The Littleton Planning Commission may approve, approve with conditions, or deny the Conceptual Master Development Plan for Bear Valley Bible Institute at 7926 S. Platte Canyon Rd., removing the governing Planned Development, in order to utilize the underling BC zoning district.
PROPOSED MOTION:
