POLICY QUESTION:
Does city council support amending the lease agreement with Barbara Superchi to facilitate the development of a new trail and other improvements at Reynold's Landing?
BACKGROUND:
In June, 2013, city council approved a 10-year lease with Ms. Superchi for the house and a portion of the land she had historically owned, now owned by the City and used to develop Reynold's Landing. In hopes of moving forward with a new trail connection and other improvements at Reynold's Landing, city staff approached Ms. Superchi regarding the improvements and she made three specific requests that staff felt were reasonable. She requested the proposed three-rail fence be modified to a privacy fence and that a gate be added to her driveway to stop people from using the driveway as a turn-around. She also requested that the proposed trail extension be "to the outside of the boulders" that outline the property; which was initially accommodated.
STAFF ANALYSIS:
The requests were reasonable and can be accommodated in the budget for the project.
Ms. Superchi's request to keep the trail to the outside of the boulders was initially accommodated, but South Suburban Park and Recreation District asked for a three-foot buffer between the new 10' concrete trail and the new six-foot privacy fence for safety and maintenance purposes. This meant that some of the boulders would need to be moved to accommodate the trail, buffer and fence.
FISCAL IMPACTS:
The modifications to the project requested by Ms. Superchi total approximately $5,000. The total cost of the Reynold's Landing improvements (including expanding the parking lot and adding the south trail through the city's open space to connect to the Mary Carter Greenway Trail) is $500,000. Staff submitted a grant request to Arapahoe County Open Space for $300,000. City council budgeted $1.1 million for improvements to Reynold's Landing for 2015. Staff believes the request is reasonable and can be accommodated in the budget.
STAFF RECOMMENDATION:
Staff recommends approval of the lease amendment as proposed.
