PURPOSE:
To consider a Certificate of Appropriateness (COA) application, allowing for a coffee shop and workforce development center site improvements, at the historic building known as the Gill Residence, located at 2506 W. Alamo Ave. The historical preservation board (HPB) shall review the application and approve, approve with conditions, or deny the subject request.

DISCUSSION:
The owner of the subject property, Alamo Club LLC., has applied for a COA to allow for a coffee shop and workforce development center site improvements at the historic building known as the Gill Residence. The application’s primary intent is to provide upgrades to accommodate access, in compliance with the Americans with Disabilities Act (ADA), throughout the site with added ramps, an enclosed exterior elevator at the rear of the building (housed within a new porch addition), and landscape improvements.
BACKGROUND:
Decision criteria for a COA are provided in the Unified Land Use Code Section 10-9-8.1. In staff’s opinion, the proposal should be approved, except for the owner’s proposed replacement of historic doors. The proposed replacement of the historic doors, rather than a repair, does not meet the Downtown Littleton Historic Preservation Design guidelines. Replacing these historic doors would not preserve the building’s historic character and it is staff’s opinion that attempts should be made to repair the historic doors.
Prior Actions or Discussions
There have been no recent or prior actions for this subject property that have been presented to the Board since its inclusion in the Downtown Historic District in 2021.

ALTERNATIVES:
The HPB may approve, with conditions or deny the COA. If the board denies the subject request, the applicant may appeal the decision to City Council or use the building as it exists, without modification.
STAFF RECOMMENDATION:
Based on staff’s analysis, it appears the proposed Certificate of Appropriateness is not in compliance with the approval criteria in Littleton City Code section 10-9-8.1, as detailed in the staff report. Therefore, staff recommends approval of HPB Resolution 01-2024, with the stated conditions.

I move to approve HPC Resolution 01-2024 approving the Certificate of Appropriateness for the Gill Residence at 2506 W. Alamo with the following condition:
1. Repair two existing doors rather than replace.
