POLICY QUESTION:
Does city council support entering into an agreement to provide public works services to the Town of Columbine Valley?
 
BACKGROUND:
The Town of Columbine Valley currently contracts for all public works services.  The town administrator approached the city to provide occasional and as needed public work services.  
 
The public works services to be provided may include:  street sweeping; street striping; ice melt/sand for the town's public works truck; occasional small scope street repair; storm sewer cleaning on an emergency basis; and other public works functions on an as needed basis, as agreed upon by the parties.
 
STAFF ANALYSIS:
Requests from the town will be directed to the city's public works director and he will determine whether or not the city will be able to support the request from the town.  If so, he will also be responsible for negotiating any additional details pertaining to the work requested.
 
FISCAL IMPACTS:
As our crews are able to accommodate the town's work requests, the city will bill for actual cost of materials and labor, plus five percent to cover any overhead.  Labor cost for the first year will be $36 per person per hour and was figured as our average street crew total compensation wage rate for 2015.  The wage rate will increase annually based upon the percentage increase in total compensation for city employees.
 
STAFF RECOMMENDATION:
Staff recommends the city council approve the resolution to enter into an agreement for services between the City and the Town of Columbine Valley.
