PURPOSE:
The first amendment before council corrects the period of performance for this subrecipient grant to include the updated construction timeline and program performance evaluation as well as increases the frequency of reporting requirements from quarterly to monthly.

DISCUSSION:
The City of Littleton was awarded a $1.5 million Community Project Funding (CPF) grant from the United States Department of Housing and Urban Development (HUD) for the purpose of the Tri-Cities Ready to Work program. The city executed a subrecipient grant with Bridge House Ready to Work in September 2023 that anticipated construction completing in early 2024, but the project has experienced delays due to the procurement of construction materials. The first amendment before council corrects the period of performance for this subrecipient grant to include the updated construction timeline and program performance evaluation.
BACKGROUND:
The Ready to Work Program is a significant project identified in the Tri Cities Homeless Action Plan unanimously adopted by City Council in 2021. This program will provide housing and job training to up to forty-eight individuals each year ultimately supporting people out of homelessness and into job and housing security. Ready to Work currently has two other successful facilities in Boulder and Aurora. Bridge House is a vital partner in ending homelessness in our region, and these grant dollars make their work in this community possible.
Prior Actions or Discussions
09/21/2021: Approval of Tri-Cities Homeless Action Plan
09/13/2022: Study session on Tri-Cities Homeless Action Plan update with highlight on Ready to Work program.
FISCAL IMPACTS:
The city is passing the full award amount of this grant through to the subrecipient. This grant did not require any match on the city’s behalf.
STAFF RECOMMENDATION:
Staff recommends council approve the resolution for the first amendment to the subrecipient contract.
ALTERNATIVES:
Council may decide to delay approval of this amendment for additional changes or discussion, which will prolong the city’s ability to provide the awarded funding to Bridge House Ready to Work, which would jeopardize the fall launch of the program.
