REQUESTED COUNCIL ACTION:

Does city council support release of the 2019 budget provisos on the comprehensive plan and organizational development projects? 

 

BACKGROUND:

In the 2019 budget process, council placed provisos on the Envision Littleton Comprehensive Plan Funding, $400,000, and the organizational development plan funding, $125,000. These provisos required council review and approval before funds are expended.

STAFF ANALYSIS:

Envision Littleton Comprehensive Plan

The Envision Littleton 2040 Report outlines the city’s vision for the future and was considered and recommended by Planning Commission on December 10th and is scheduled for adoption on December 18th by city council.  Next steps are to undertake an update to the city’s comprehensive plan and to create a transportation master plan by the fall of 2019. 

 

In order to manage these two projects, staff developed a combined project management plan for the comprehensive plan and transportation master plan and will develop a public engagement plan by December 31st. As part of the public engagement plan, the city will host a four-part speaker series to coincide with the phases of Envision Littleton in 2019.

o                     Fiscal Impact Analysis

                     Phase 5: Draft Plan & Adoption

The aggressive timeline to complete all five phases by fall 2019 for council adoption will require the assistance of three advisory groups:

                     Joint Leadership Team - city council, planning commission, and future transportation advisory board

                     Internal Envision Littleton Team - department directors, key staff, and consultants

                     Community Coordinating Committee - city boards and commission members and community stakeholders

 

Topics to be addressed throughout the comprehensive plan phases include: demographics, housing, community character, parks, trails and open space, land use, historic preservation, transportation, utilities and infrastructure, and economic development. 

 

The Kendig Keast Collaborative (KKC) scope of services (an attachment to this communication) includes initial project activities during November-December 2018 to expedite authorization of this work while the balance of the scope is finalized for work activities during 2019. KKC activities in 2018 will include compiling and assessing a base of information on the existing conditions and outlook for Littleton focusing on key influences that will shape the community’s future. This will provide background and assumptions to support needs assessment and long-range and strategic planning decisions throughout the comprehensive planning process in 2019.

 

Organizational Development - Mission/Values Based Organization

Highly efficient/performing organizations that excel in customer service are mission and values based. An overarching mission allows all facets of an organization to drive toward one goal; while the values are the means to reaching the goal. Becoming mission/values based will help streamline operations, customer service, break down silos, become more efficient, and allow every employee to understand directly how they impact their community. It also provides a framework of holding contributors accountable to a level of service that is outlined by the mission and values. Lastly, it empowers all employees to act in service of the mission which directly impacts how they view their customers and citizens.

 

OPTIONS/ALTERNATIVES:

1)                     Release the provisos and allow staff to move forward with the projects.

 

2)                     Keep the proviso on the organizational development project in place and allow human resources and the city manager’s office to move forward with an RFP.  Staff would then return to council with the selected vendor and additional implementation plans/processes.

 

3)                     Keep the comprehensive plan proviso in place and delay adoption of the plan.

 

FISCAL IMPACTS:

Funds in the amount of $400,000 for the Comprehensive Plan and $125,000 for the organizational development project are in the 2019 budget with provisos.

 

STAFF RECOMMENDATION:

Release the provisos on the Envision Littleton Comprehensive Plan and organizational development project to create mission/values based organization.
