PURPOSE:

This is an agreement between the LPD and Douglas County Department of Human Services Child Welfare regarding each party’s responsibilities during investigations into allegations of child abuse and/or neglect.

DISCUSSION:

The LPD investigates allegations of child abuse and/or neglect in partnership with Douglas County Department of Human Services Child Welfare.  Each entity has specific responsibilities regarding how those investigations are handled and how each works with the other during the process.  The mutual relationship works well to ensure thorough and complete investigations are completed in service of the victim.  The MOU outlines the roles and responsibilities of the LPD and the DCDHS Child Welfare during investigations into allegations of child abuse/neglect.

 

BACKGROUND:

The MOU is required by Douglas County Department of Human Services Child Welfare as part of their operating procedures with agencies conducting investigations within their jurisdiction.

 

Prior Actions or Discussions

A similar MOU with Arapahoe County Department of Human Services Child Protective Services was approved by council on 7/18/2023.

 

FISCAL IMPACTS:

The terms of this MOU are already incorporated into routine investigative operations within the LPD.

 

STAFF RECOMMENDATION:

Staff supports the approval of this MOU as it provides guidance for investigations into allegations of child abuse/neglect for each entity.  These investigations are among the most important type of criminal investigation and can be complex.  The MOU helps provide clarity and reduces the likelihood of one entity missing an important piece of an investigation.
