PURPOSE:
To approve an Intergovernmental Joint Cooperation Agreement between Arapahoe County, the Cities of Centennial, Englewood, Glendale, Greenwood Village, Littleton, Sheridan, and the Town of Deer Trail to continue participation in the Community Development Block Grant (CDBG) Program and HOME Investment Partnerships Program.
LONG-TERM OUTCOME(S) SERVED:
High-Quality Governance
DISCUSSION:
The U.S. Department of Housing and Urban Development (HUD) makes funds available for specific community development projects through CDBG and HOME Investment Partnerships programs. The City of Littleton does not qualify for entitlement funds through these programs but has the option of participating in the programs through an intergovernmental joint cooperation agreement (IJCA) executed every three years with Arapahoe County, the Cities of Centennial, Englewood, Glendale, Greenwood Village, Littleton, Sheridan, and the Town of Deer Trail. The proposed IJCA contains the terms and conditions for Littleton’s participation in the program for the grant years. Littleton shall be included as part of urban Arapahoe County’s HOME consortium for qualification and grant calculation purposes upon the qualification by HUD of the County to receive CDBG and HOME Program entitlements as an Urban County and HOME consortium for the next three successive Program Years/Federal fiscal years from October 1, 2025, through September 30, 2028.
BACKGROUND:
The city has participated in the CDBG program since 1992 and many neighborhoods have benefitted from this program. Most recently, council approved a subrecipient agreement between the city and Arapahoe County on March 5, 2024, to use CDBG funds for the West Crestline Avenue Sidewalk Improvements. Including those funds, the city has received or passed through $5,345,805 since 1992. A complete summary of the projects is attached.
Prior Actions or Discussions
• On May 18, 2021, city council approved Resolution 17-2021 to continue participation in the program with Arapahoe County for 2022 through 2024.
• On May 15, 2018, city council approved Resolution 22-2018 to continue participation in the program with Arapahoe County for 2019 through 2021.
• On May 19, 2015, On May 19, 2015, city council approved Resolution 34-2015 to continue participation in the program with Arapahoe County for 2016 through 2018.
• On July 3, 2012, On July 3, 2012, city council approved Resolution 17-2012 to continue participation in the program with Arapahoe County for 2013 through 2015.
FISCAL IMPACTS:
Participation in this IGA allows the city to leverage funds that it would not otherwise be eligible to receive for projects in 2025, 2026, and 2027.
STAFF RECOMMENDATION:
Staff recommends that council approve the resolution and the intergovernmental joint cooperation agreement.
ALTERNATIVES:
If the city decided not to move forward with this IJCA for the next three years, Littleton would not be eligible to utilize CDBG or HOME funds through the County’s entitlement program as an Urban County. The only option would be to apply for competitive CDBG/HOME grants through the state, which is not guaranteed to provide the same benefit.
PROPOSED MOTION:
