PURPOSE:

Does city council support appointing Commander Hal Mandler to serve as the representative for the City of Littleton on the Arapahoe County Community Corrections Board?

SUMMARY:

The Arapahoe County Community Corrections Board (ACCCB) is responsible for screening felony offenders for placement in community corrections programs (half-way houses) in Arapahoe County.  Offenders referred to the ACCCB are either transitioning from the Department of Corrections (DOC) back to the community or sentenced directly to the programs in lieu of a sentence to DOC.  The ACCCB has established screening criteria based on the crime of conviction.  Referrals are screened by the Full Board, Review Committee, or are eligible for placement without a formal board review, based on the offense.

 

The Full Board meets on the 3rd Thursday of each month.  The Full Board meeting starts at 3pm and is held a 6954 S. Lima Street, Centennial CO 80112.  The Full Board reviews approximately 25 referrals each month.  Full Board meetings typically last about 2 hours.  Referral packets are sent out to board members about two weeks in advance of Full Board meetings.  It can take several hours to review all of the referral material to prepare for the Full Board meeting.

 

The Review Committee meets weekly on Wednesdays at 6984 S. Lima Street, Centennial 80112 at 12:15pm.  On weeks when there is a Full Board meeting, the Review Committee meets on Thursday at 1:30pm, prior to the Full Board meeting.  The Review Committee is made of 5 rotating board members.  The work load for Review Committee cases is significantly less than the Full Board cases.  Review Committee meetings typically last less than 1 hour.  Board members can call-in to the Review Committee meeting.

 

The ACCCB also provides oversight to the community corrections programs.  Board staff is responsible for the oversight.

 

The ACCCB is made of up of the following:

                     Chief Judge of the 18th Judicial District, or designee

                     The District Attorney of the 18th Judicial District, or designee

                     The State Public Defender of the 18th Judicial District, or designee

                     The Chief Probation Officer of the 18th Judicial District, or designee

                     The Arapahoe County Sheriff, or designee

                     The Director of the Arapahoe County Community Resources Department

                     The Director of the Aurora Mental Health Center, or designee

                     The Douglas County Sheriff, or designee

                     A person appointed by the City Council of Aurora

                     A person appointed by the City of Littleton

                     Up to 9 citizens of the 18th Judicial District appointed by the Board of County Commissioners

There are 3 community corrections programs in the 18th Judicial District, all located in Arapahoe County

                     The Arapahoe County Residential Center (ACRC).  ACRC is a female program located at 2135 W. Chenango Ave., Littleton 80120.

                     The Arapahoe Community Treatment Center (ACTC).  ACTC is a male program located at 3265 W. Girard Ave., Englewood 80110.

                     The Centennial Community Transition Center (CCTC).  CCTC is a male program located at 14485 E. Fremont Ave., Englewood 80112.

This is an annual appointment. 

 

ANALYSIS:

Staff Analysis

Littleton Police Victim Assistance Coordinator Linda Suttle served on the Arapahoe County Community Corrections Board from June 17, 2008 to December 31, 2019.  She has represented the interests of the Littleton community in a thoughtful and professional manner.  Ms. Suttle has retired as of December 31, 2019.   The bylaws of the ACCCB gives the Littleton City Council the authority to recommend a representative from the City of Littleton to sever on the ACCCB.

Littleton will remain ENGAGED and civic-minded in all matters affecting the direction and priorities of city government and the community.

None

 

Alternatives

If city council choses not to participate with ACCCB, the city potentially loses the working relationship with ACCCB and is not part of the conversation on offender’s placement.   

 

STAFF RECOMMENDATION:

Staff recommends the appointment of Commander Hal Mandler to the Arapahoe County Community Corrections Board.

I move to recommend to the Arapahoe County Board of Commissioners that Commander Hal Mandler be appointed to serve on the Arapahoe County Community Corrections Board as the representative for the City of Littleton.
