PURPOSE:

To request council approval of an Intergovernmental Agreement (IGA) between the City of Littleton and the City of Englewood for removal and replacement of bridge joints on the Windermere Street Bridge over Big Dry Creek.

DISCUSSION:

The Windermere Street bridge over Big Dry Creek requires repairs to the deteriorated bridge joints. The municipal boundary between the City of Englewood and the City of Littleton runs along the centerline of this bridge on Windermere Street, with each agency responsible for its proportionate share of maintenance and repair costs.  Englewood has agreed to lead this bridge joint repair project, with Littleton reimbursing Englewood for its proportionate share of the project costs. This IGA is proposed to formalize each agency’s respective obligations and shared financial responsibilities for the project.

 

BACKGROUND:

Windermere Street is a primary thoroughfare within Littleton and continues north into Englewood. Big Dry Creek is a drainageway extending from Daniels Park in Douglas County to the South Platte River near Union Ave, with some areas of the drainageway coinciding with Englewood and Littleton municipal boundaries. Windermere Street crosses Big Dry Creek north of Belleview Avenue; the municipal boundary between the City of Englewood and the City of Littleton runs along the centerline of this bridge on Windermere Street.

 

The Windermere Street bridge crossing Big Dry Creek has deteriorated bridge joints in need of replacement.  Replacement of the bridge joints is necessary to maintain the safe and reliable operation of the bridge carrying Windermere Street over Big Dry Creek. The existing bridge joints have suffered from long term traffic loading, temperature fluctuations, and environmental exposure. As joints deteriorate, the ability to properly accommodate movement and provide a smooth driving surface is lost, leading to increased maintenance needs, user discomfort, and potential safety concerns for the traveling public. Replacement of the joints will restore proper functionality to protect the bridge and improve the rideability across the bridge.

 

The cost to replace the bridge joints is $121,272. The proposed IGA enables Englewood and Littleton to equally share financial responsibilities for infrastructure repairs that serve both communities. The IGA provides a clear framework for cost sharing, project management, and construction coordination, ensuring an efficient and consistent approach.

FISCAL IMPACTS:

If approved, the City of Littleton would be responsible for a cost not to exceed $60,636.00. The project would be funded through the Capital Projects Fund.

STAFF RECOMMENDATION:

Staff recommends approval of the IGA with the City of Englewood.

 

ALTERNATIVES:

Temporary repairs, or deferring maintenance, would not fully address the deteriorating condition of the joints and could lead to increased maintenance costs and roadway impacts over time.
