PURPOSE:
Does Council support Approving a contract with Regal Facility Management for professional cleaning and custodial services at eight (8) City of Littleton Buildings including:
• Littleton Center and Police Department
• Courthouse
• Bemis Public Library
• Geneva Lodge
• Belleview Service Center buildings 1, 2, 3, and 5
This contract will ensure the City maintains a healthy, safe, orderly environment for employees and visitors of City of Littleton Facilities.

DISCUSSION:
On February 11, 2026, the City of Littleton advertised a Request for Proposals (RFP) to procure Janitorial Goods and Services for eight (8) City of Littleton Buildings. Twenty-two (22) proposals were received by the March 19, 2026, deadline.
Staff reviewed the proposals based on the ability to provide Criminal Justice Information Services (CJIS) clearances, qualifications, relevant experience, project approach, and pricing. Staff selected (4) firms to return and present their qualifications and approach. After review, staff determined Regal Facility Management’s proposal was reasonable and the most qualified to successfully complete the services required.
Approval and execution of the proposed contract would allow Public Works (PW) Facilities Management (FM) to on-board new, CJIS cleared staff with the new firm by the contract start date June 1, 2026.
BACKGROUND:
Prior to September of 2025, City of Littleton provided Janitorial Services with internal staff, reporting to PW FM for most buildings. The Bemis Public Library had a new contract with Kleen Tech for one (1) year during 2025 through 2026.
At the internally serviced buildings, the service quality had declining and did not meet city cleanliness standards. In addition, it was determined that CJIS clearances would be required to work in Police Department and Courthouse Spaces.
On September 20, 2025, COL executed a short-term contract with Kleen-Tech to support requirements through May 31, 2026, at Littleton Center and Police Department. Also, Jay Dee remains on contract through May 31, 2026.
By consolidating all contract janitorial services and supplies into one contract, the city will experience significant cost savings and more streamlined, efficient processes that better serve our occupants and visitors.

FISCAL IMPACTS:
The proposed contract with Regal Facility Management for Janitorial Services at eight (8) City of Littleton Properties. Project FM-04 is $697,380 for a duration of two (2) years. This project will be funded through the General Fund and will be covered by existing funding for janitorial services in the 2026 budget.
Pursuant to the City’s Procurement Policy, all contracts exceeding $500,000 must be approved by City Council.
STAFF RECOMMENDATION:
Staff recommends approval of the contract.
ALTERNATIVES:
If this contract is not approved, staff would have to find and alternative approach to to janitorial services to the City of Littleton facilities listed previously, likely at a higher cost.
