POLICY QUESTION:
Does city council support adopting the 2014 edition of the National Electric Code, the 2013 edition of the Safety Code for Elevators and Escalators, and the 2011 edition of the Safety Standard for Platform Lifts and Stairway Chairlifts?
BACKGROUND:
In 2013 the city entered into a memorandum of agreement with the State of Colorado, which allows the city to perform safety inspections for all conveyances (elevators, escalators, stairway chair lifts and platform lifts) in the city. As part of the agreement, the city must adopt current standards as determined by the state that regulate these inspections. The city contracts with Colorado Code Consulting to conduct twice yearly inspections of each conveyance in the city. The cost of these inspections is passed along to the property owners. Yearly inspection costs are $200 per conveyance. Colorado Code Consulting will not increase the fee in 2015.
The National Electric Code (NEC) is published every three years. The code provides requirements to ensure occupants of a structure are safe from fire and protected from electric shock.
STAFF ANALYSIS:
There are many technical changes in the 2014 National Electric Code pertaining to industrial, residential and commercial electrical installations.
Changes to the conveyance safety codes relate to new technology in elevator systems such as wind turbine elevators; outside emergency elevators; inspector's qualifications; updates required for seismic force levels; and requirements related to maintenance programs.

Staff recommends adoption of the 2014 National Electric Code, the 2013 Safety Code for Elevators and Escalators; and the 2011 Safety Standard for Platform Lifts and Stairway Chairlifts.
