BACKGROUND:

The City of Littleton currently partners with Phil Long Ford to rent employee clinic space at Buck Recreation Center.  The employee clinic is offered to employees and dependents who opt into the medical insurance plan. Clinic services promote health and wellness, recruitment, and retention for the city. Clinic utilization has averaged more than 85% over the past 2 years, being cited as one of the most valued benefits offered to city employees. Usage of the clinic diverts claim costs from the City’s medical plan, saving the city and plan participants money. The estimated Return on Investment (ROI) for 2023 was $671,034.

A Request for Proposal (RFP) for clinic services is planned for 2026 to evaluate costs and qualifications for 2027 and beyond.

FISCAL IMPACTS:

The estimated expense of employee clinic costs for 2026 are $798,968 and are variable depending upon usage.

STAFF RECOMMENDATION:

It is recommended to approve a one-year contract extension with CareATC to ensure employee and dependent coverage and accessibility without disruption to their healthcare needs.

ALTERNATIVES:

Alternatives include not approving the one-year contract while the City conducts a RFP for other vendors in the employee clinic administration space, creating a gap in service until a vendor is chosen.

PROPOSED MOTION:

Proposed Motion

I move to approve Resolution 02-2026 approving a contract amendment with CareATC for the City of Littleton employee clinic administration.
