POLICY QUESTION:
Does city council support amending the 2019 annual appropriation for the carryover of 2018 encumbered funds and funding for an elevator at the Library?
BACKGROUND:
The city issues purchase orders for projects, goods, and/or services to encumber funds. There are several projects, goods, and/or services that may not be completed or spent in the fiscal year in which they were budgeted, leaving an open purchase order at the end of the year. Staff believes it is sound financial practice to re-appropriate open purchase orders at the end of each year to the next budget year.
The elevator at the Library has caused recent concerns that must be addressed. Staff is proposing to use Library impact fees to add an additional elevator at the Library. The estimated cost at this time is $300,000. There is adequate fund balance in the Library impact fees to fund this project in 2019.
PRIOR ACTIONS OR DISCUSSIONS:
The ordinance was approved on first reading on March 5, 2019.
STAFF ANALYSIS:
There were a total of 91 open purchase orders/projects from the 2018 budget that need to be carried over to the 2019 budget. Eighty of these are in the funds listed below, with the remaining 11 in the Sewer Utility Enterprise Fund and the Storm Drainage Enterprise Fund. Each purchase order is associated with a specific project, good, and/or service that was not fully completed or spent in the 2018 fiscal year. This ordinance will formally appropriate these funds, as well as provide funding for the installation of an additional elevator at the Library

OPTIONS/ALTERNATIVES:
Option 1: Approve amending the 2019 annual appropriation bill to align the expenditures with the budget.
Option 2: Do not approve the amendment.
FISCAL IMPACTS:
A supplemental budget appropriation is requested in the amount of $3,889,916 for the 2019 annual appropriation. The majority of this amendment has been accounted for in the most recent five year plans. There is adequate fund balance in the 2019 budget for this supplemental appropriation based on current estimates.
