PURPOSE:
Does city council support recommended amendments to the Littleton Arts and Culture Commission (LACC) Charter?

SUMMARY:
As directed by city council, a commission was created to provide policy advice on the issues of art, culture, and tourism; encourage and support the growth and expansion of culture and arts in the community; and foster a vibrant, collaborative, and creative Littleton where arts and culture are defining features of the community’s identity and unique character. Staff, in consultation with the Denver firm DJC & Associates, developed a charter outlining the role, vision, goals and objectives, and structure of the new commission. The charter includes the following mission:
The Littleton Arts and Culture Commission was established to foster a community where all residents may engage with the arts and where creativity thrives and is valued. The mission of the LACC is drawn from Littleton’s core values, guiding principles, shared priorities, and concerns embodied in the Envision Littleton Comprehensive Plan.
Through public support of the arts, the City of Littleton enhances the quality of life, drives economic development, encourages citizen participation, fosters cultural awareness, promotes tourism, and supports the vibrancy of the community.
The LACC works to celebrate and nurture Littleton’s cultural and artistic diversity, ensuring that Littleton is a place where arts and culture thrive and all community members and visitors can engage in and experience the arts and culture in all its forms. The LACC nurtures creative expression, celebrates diversity, builds creative public spaces, and showcases Littleton as a thriving destination for arts and culture.
PRIOR ACTIONS OR DISCUSSIONS:
11/19/19 - Council approved Resolution 61-2019 creating the Littleton Arts and Culture Commission to consist of nine (9) members.
12/08/20 - Council heard staff recommendations on consolidation of the Littleton Arts and Culture Commission with the Museum and Library boards.
12/15/20 - Ordinances 49-2020 and 50-2020 repealing the Library and Museum boards respectively, passed on first reading.
ANALYSIS:
Staff Analysis
Staff recommends expanding LACC from nine (9) members to eleven (11) and appointing the current chairpersons of the Library Board and the Museum Board to LACC effective April 1, 2021 to 1-year and 2-year terms respectively. These appointees would be eligible for reappointment. When LACC was created in 2020, council appointed three (3) members to 1-year terms, three (3) members to 2-year terms, and three (3) members to 3-year terms to establish a staggered reappointment/replacement schedule. With three (3) 1-year appointees to LACC up for reappointment/replacement and the addition of these two (2) new positions, there will be a total of five (5) appointments in 2021. Going forward with eleven (11) members, LACC would have four (4) positions up for reappointment/replacement in 2022, four (4) in 2023, and three (3) in 2024.

GOAL HART 4: A vibrant city for both residents and visitors, enlivened by an active downtown, an array of arts, cultural, and entertainment options both indoor and outdoor, extensive heritage tourism opportunities, and popular community events and festivals throughout the year.
GOAL HART 5: A community that thrives on and leverages the economic and social power of the arts to enhance its fiscal strength, regional reputation, social connectivity, and overall quality of life for residents of all ages.

Alternatives
Do not increase the number of members, maintaining a commission of nine (9) members.
Increase the number of members to 11 by adding the chairs of the Library and Museum boards.
STAFF RECOMMENDATION:
Staff recommends that city council approve the recommended amendment to the Littleton Arts and Culture Commission Charter.
