PURPOSE:

Planning Commission selection of a commission member to serve as their representative on the Stakeholder Working Group of the Littleton Boulevard Subarea Plan Project, as well as an alternate.

DISCUSSION:

The 2024 City Council retreat identified further study of Littleton Boulevard as a priority. At their September 16, 2025 meeting City Council approved to award a professional services agreement with Dig Studio, Inc. for consultant planning services on the Littleton Boulevard Subarea Plan Project. Preliminary project work has begun in October and will continue approximately 18-24 months into 2027. The project scope of work calls for a Stakeholder Working Group (SWG), with a member representing Planning Commission.

 

BACKGROUND:

As part of the outreach efforts of the Littleton Boulevard Subarea Plan, the scope of work calls for the formation of a SWG. They are meant to be a diverse, representative set of stakeholders to serve on a working group. The project team will present to the SWG at critical points throughout the project. We will also present informative case studies and best practices in historic and mid-century preservation, corridor planning, and other topical areas that are relevant to Littleton Boulevard. The value of engaging deeply with key stakeholders extends well beyond their advisory role during planning. SWG members tend to become champions of the plan who recruit other proponents and partner organizations to participate in implementation.  

 

Participation is anticipated to be for the duration of the entire project. SWG meetings will occur periodically every few months, with the first meeting being in either January or February 2026. The commission representative is meant to serve as a liaison between the project and Planning Commission. Members of the SWG will also participate in a urban design charette. 

 

Prior Actions or Discussions

                     2018 State Historical Fund grant to develop a historic context and complete reconnaissance and intensive survey forms related to the development of commercial modern architecture in the city’s Littleton Boulevard corridor.

                     2021 ULUC drafts contemplated a Mid-Modern Design Overlay for this subarea. It was determined in discussion with City Council and Planning Commission that additional work and research beyond the scope and timeframe of those updates were needed. As a result, the Mid-Modern Design Overlay is reserved as a special corridor planning area for the future.

                     May 2022 A capstone report produced by a UC Denver student provided recommendations for preservation and enhancement of Littleton Boulevard.

                     2024 City Council retreat identified the Littleton Boulevard study as a 2-3-year priority initiative; formalized as part of Horizon 2027 Strategic Plan.

                     Spring 2024 Historical Preservation Commission and Planning Commission provided insight regarding the scope of the proposed Littleton Boulevard Subarea Plan.

                     May 28, 2024 City Council study session discussion on proposed subarea plan scope and budget to advertise for RFP of consultant services.

                     July 22, 2025 City Council study session discussion on finalized proposed scope and approach to the Littleton Boulevard Subarea Plan.

                     September 16, 2025 City Council votes to approve award of professional services agreement with Dig Studio, Inc. for consultant planning services on the Littleton Boulevard Subarea Plan Project.
