REQUESTED COUNCIL ACTION:
Does city council support approving the ordinance on second reading authorizing the conveyance of the interest of Littleton Fire Rescue in certain real property located at the Littleton Fire Rescue Training Facility to South Metro Fire Rescue Fire Protection District?
BACKGROUND:
The city is a participant in the Metro Fire Training Center Intergovernmental Agreement. This agreement is for the property commonly known as the Littleton Fire Rescue Training Facility. It is located off Chenango Avenue in Englewood. A number of jurisdictions own shares in the facility as follows:

Other than Littleton Fire Rescue, the facility is not used by any parties.
PRIOR ACTIONS OR DISCUSSIONS:
See the Metro Fire Training Center Intergovernmental Agreement, and the Pre-Unification Agreement with South Metro Fire Rescue Fire Protection District.
This ordinance passed on first reading on December 4, 2018.
STAFF ANALYSIS:
At this point only Littleton Fire Rescue uses the training center. With the inclusion of all three partners into the training center, their interest will be assigned to South Metro Fire Rescue Fire Protection District. The attached ordinance and quit claim deed provide for that conveyance.
Currently, the city is evaluating a phase one environmental study as to any conditions on the property. However, that evaluation is separate from the conveyance of the property. As with any property, the owners will be responsible for the mitigation of any environmental conditions if any.
Pursuant to the City of Littleton Charter, a conveyance of the city’s interest in real property must be done by ordinance. Therefore, a proposed ordinance and quit claim deed are attached conveying the city’s interest and that of the Littleton Fire Protection District to South Metro Fire Rescue Fire Protection District.
OPTIONS/ALTERNATIVES:
This is part of the Pre-Unification Agreement providing for the transfer of city interest in fire department property to South Metro.
FISCAL IMPACTS:
No additional impacts beyond the Pre-Unification Agreement.
STAFF RECOMMENDATION:
Staff recommends approval of the ordinance.
