REQUESTED COUNCIL ACTION:
Does city council support creation of the City of Littleton Transportation and Mobility Board to advise council on policy matters related to transportation, mobility, and accessibility in both Littleton and the region?
BACKGROUND:
City council provided direction to city staff to develop a charter statement and responsibilities for a board to provide policy advice to council on the issues of transportation, mobility, and accessibility. Staff in consultation with a city council sub-committee developed a charter outlining the role, responsibilities, goals, and areas of review for the creation of a new board. This charter includes:
The City of Littleton Transportation and Mobility Board advises city council on transportation, mobility, and multi-modal issues both in Littleton and the region. The Board examines issues related to the Transportation Master Plan and related sub plans and extends to reviewing how the city develops, finances, and implements the transportation system pertaining to streets, pedestrians, transit, bicycles, automobiles, congestion, traffic, signalization, the utilization of technology and education of the public and private industry on transportation topics.
The board is made up of 7 members who are primarily City of Littleton residents. Two positions can be filled by individuals who have business interests in Littleton and have a transportation relationship. These positions are not required to be Littleton citizens. City council seeks to have members who represent a variety of transportation interests including but not limited to auto, bicycle, pedestrian, transit, ADA infrastructure, technology and general community mobility and support for public education on these topics. The board can also have up to two additional members appointed as alternates.
The board will serve as conduit for public engagement on a variety of issues as outlined in the “Working Objectives.”

PRIOR ACTIONS OR DISCUSSIONS:
City Council Study Session on 10/23/2018 and City Council Sub-Committee (Valdes, Elrod).
STAFF ANALYSIS:
The community, city council, and city staff will benefit from a higher level of engagement and transparency on transportation and mobility issues. Transportation issues including congestion, bicycles, pedestrians, accessibility to community assets and business are essential to sustaining and enhancing the quality of life for citizens, visitors, and business in Littleton. Transportation, more so than nearly all other city services, impacts community members and businesses far beyond the borders of Littleton. The Transportation and Mobility Board will also play a key role in advising city council on regional issues that impact mobility.
OPTIONS/ALTERNATIVES:
Do not create a Transportation and Mobility Board.
FISCAL IMPACTS:
Direct costs to support the board will be included in the Public Works budgets with staff support being primarily housed in Administration and Engineering.
STAFF RECOMMENDATION:
Staff recommends the city council approve the creation of a Transportation and Mobility Board.
