SUMMARY:
During the 2020 Council Workshop, council requested to amend the 2016 Legislative Rules to clarify how items are added to the Council’s agenda. In addition, staff also recommends two additional edits to bring the document in line with current practices for how direction is given to the city manager while in a study session and to move reports to the front of the agenda at a regular meeting.

During the 2020 Council Workshop, council requested to amend the 2016 Legislative Rules to clarify how items are added to the Council’s agenda:
Paragraph h - Future agenda items. The city manager shall prepare a schedule of future council action items for regular meetings, study sessions and any special meetings when warranted and shall title the document “council’s tentative calendar”. The city manager shall periodically review the tentative calendar with council at a study session to confirm the timing and intent of future items. Separate from this review, if two or more council members wish to have an item considered for the tentative calendar, then the council members shall provide written notice to the Mayor and city manager with a brief explanation of the issue. The city manager shall then schedule the item at the most convenient study session under the agenda item “City Manager comments”. Council shall discuss the issue and if there is at least four council members interested in further consideration, direct the city manager to schedule the issue on the tentative calendar and proceed with the appropriate level of analysis
Staff also recommends two additional edits to bring the document in line with current practices:
• Paragraph d - Study sessions, removed the word “vote” since that is not permitted in such a setting and inserted “look for a majority of opinion” in order to provide direction to the city manager.
• Paragraph i - Order of the Agenda, change to reflect council’s recent change of moving “reports” to the front of the meeting.
