PURPOSE:
A resolution to amend the 2020 annual fees.

SUMMARY:
As noted in the Principles of Sound Financial Management adopted in 2018, the cost of services provided should be reviewed periodically which may warrant a change in the fee schedule. This resolution includes adjustments to current fees in response to the cost of services study and the need to adjust fees.
PRIOR ACTIONS OR DISCUSSIONS:
Earlier in the year, the city completed a cost of services study. This report was discussed with city council at the February 18 study session. This resolution incorporates the change in fees as discussed at that meeting as well as a change in police report fees as suggested by the police department.
While the fee changes may have a minimal financial impact, the city will be able to use the cost of services model and methodology for future review of costs of services and potential fee changes throughout the city.

Staff Analysis
The cost of services study provided recommendations for the following with the police reports fee being recommended by the police department.
• Sewer/Stormwater utility account fee transfer
o $18.00 to $22.00
• Film Permits
o Establishment of $12.00 fee
• Document certification
o $2.00 to $35.00
• Rental Property annual license
o Original fee $10.00 per property
o New fee schedule:
§ 3-25 units - $75.00 per property
§ 26 or more units - $125.00 per property
• Police reports
o $5.00 to $10.00

Fiscal Impacts
While the financial impact of these changes is minimal, it aligns the cost of providing the services with the fee.
Sewer/Storm Drainage Utility Funds
Sewer/storm utility fee is expected to add approx. $5,800 to the sewer/storm drainage utility funds.
General Fund
The rental registration license fee change is estimated to be approx. $17,000 in additional revenues to the program in 2021. The change in the police reports fee is estimated to be an additional $4,300 on an annual basis. The remaining fee changes are negligible and depend on the number of transactions.
Alternatives
1. Approve the resolution amending the 2020 fee resolution to include the fees noted above.
2. Modify the fee schedule.
3. Make no changes at this time.
