PURPOSE:

Does council support approval of an amendment to an existing IGA with Mile High Flood District (MHFD), South Suburban Parks and Recreation District (SSPRD), and Arapahoe County for design and construction of drainage and flood control improvements at Reynolds Landing Park along the South Platte River?

DISCUSSION:

The city, with partners at MHFD, Arapahoe County, and SSPRD has invested in Reynolds Landing with prior design and construction of Phase 1 and continued design of Phase 2 improvements.  This park is highly valued along the river corridor and identified in master planning documents.  Phase 2 includes finalizing design for the park and the beginning of construction.  Construction is due to begin in September of 2024. MHFD has been a critical partner in administering the design and construction contracts for all projects along the river in the city, as part of their South Platte Capital Improvement Program; MHFD funds are essential in funding this project.  Staff is working collaboratively with MHFD, Arapahoe County, SSPR, and the South Platte Working Group to raise funds.  Littleton has funding planned towards this project through 2028 in the Open Space fund.

 

BACKGROUND:

The city entered into an Intergovernmental Agreement (IGA) 14-01.24 in May 2014 with MHFD to fund design and construction of improvements at Reynolds Landing on the South Platte River. This is the eighth amendment to the original IGA and would allow incorporation of 2024 city open space funds, the 2024 MHFD capital improvement program allocation, grant funding from Great Outdoors Colorado (GOCO), shown as part of Littleton’s contribution and funding from SSPRD, into the overall project account. The design contract for Reynolds Landing Park is administered by MHFD through its South Platte River capital improvement program. This amendment encumbers additional funds into the project account for consultant services. MHFD will invoice the city for this amount upon IGA approval.

 

Prior Actions or Discussions

Littleton City Council has approved all seven previous amendments to this IGA, the most recent being with Resolution 70-2023.

 

FISCAL IMPACTS:

The City of Littleton’s portion for this amendment is $2,212,500. Of that, $1,500,000 is coming from the 2024 open space fund and $712,500 is coming from a GOCO grant paid to the city.  The table below shows the contributions for agencies per the attached IGA.

                     The total estimated project cost at this time is approximately 19.5 million.  The partners continue to confirm additional amounts available beyond those already committed and seek grants to meet the project needs. 

 

STAFF RECOMMENDATION:

Staff recommends council approve this eighth amendment to the agreement regarding design and construction of drainage and flood control improvements for the South Platte River at Reynolds Landing, IGA 14-01.24G.

 

ALTERNATIVES:

Should council not approve this amendment, then funding would be delayed for construction of the project because the city’s annual contributions are critical to reach the anticipated final costs.  Having the project funds managed by MHFD is a streamlined approach to facilitate eventual construction of this project.
