PURPOSE:

Does city council support the 2021 annual appropriation ordinance on second reading adopting the annual budget for the City of Littleton?

SUMMARY:

During the 2021 budget review process, council considered nine (9) Policy Questions.  The only change made to the proposed budget as a result of the review process was the addition of $10,000 in the general fund to fund marketing efforts for the potential creation of a Business Improvement District (BID)/Downtown Development Authority (DDA) in Littleton, under a budget proviso.

 

                     Four budget provisos are included in the 2021 budget for the General Fund

                     Policy Question #1 - $100,000 to fund post comprehensive plan strategic initiative potential projects in topic areas such as historic preservation, parking, mobility or downtown, shall not proceed until the council approves the scope and deliverables of the project(s)

                     Policy Question #3 - $50,000 to fund public opinion polling and public education to support potential ballot questions. Staff shall not proceed until the council approves the scope and deliverables of the project(s)

                     Policy Question #5 - $207,940 to fund the Omnibus program. Funding shall be contingent on council approval of a plan for future operation of the program to be recommended by staff in early 2021

                     $10,000 to fund marketing efforts for the potential creation of a BID/DDA. Staff shall not proceed until the council approves the scope and deliverables of the project(s)

 

Two budget provisos are included in the 2021 budget for the Open Space Fund.

                     Policy Question #8 - $490,000 to fund construction and design on four projects to improve parks and recreation facilities in cooperation with South Suburban Parks and Recreation District and Arapahoe County Open Space. Staff shall not proceed if the projects differ from the description in Policy Question 8 of the 2021 budget document and until the council approves the scope and deliverables of the

project(s)

                     Policy Question #9 - $50,000 to fund capital improvements costs of South Platte Park shared with the South Suburban Parks and Recreation District. Staff shall not proceed until the council approves the scope and deliverables of the project(s)

 

PRIOR ACTIONS OR DISCUSSIONS:

City Council reviewed the 2021 proposed budget during study sessions held on September 8, 9, and 24.

The city’s leadership team developed and thoroughly reviewed the 2021 budget.

The 2021 budget is directly connected to all council goals and supports the guiding principles by providing the mechanism to fund services provided by the city.

 

Fiscal Impacts

The policy questions and budget were reviewed by council during three study sessions and information is available at the Bemis Public Library, the City of Littleton website, and the City Clerk’s Office for public review.
