BACKGROUND:

In 2017, the city commissioned a housing study to analyze the housing needs in Littleton. The Littleton Housing Study Advisory Committee was created to lead the process and BBC Research and Consulting was contracted to conduct the study.

The consultant team from BBC Research and Consulting presented the draft findings from the report at a study session on June 13, 2017. From that session, BBC took council comments and prepared a final report.  The project was then slated to proceed to development of draft implementation strategies with the assistance of the advisory committee.

In August 2018 recommendations from BBC and the Housing Study Advisory Committee were presented and adopted by City Council. Given their adoption by City Council, the Housing Study Committee Recommendations became city policy, leading to their subsequent incorporation in the City’s adopted Comprehensive Plan in 2019.

Created in April 2020, the Housing Task Force, staffed by South Metro Housing Options (SMHO), continues to support, and develop the vision for future housing development and strategic planning in Littleton that is based on the City Council adopted Housing Study Recommendations. The task force works in partnership with the Planning Commission, Littleton City Council, and city staff to review and recommend housing policy considerations for Littleton.

As identified in the Comprehensive Plan’s Housing and Neighborhoods Chapter under Action H&N 2, the City works in partnership with the Housing Task Force, comprised of residents, real estate and development professionals, and South Metro Housing Options (SMHO) representatives, to focus on the details and logistics of implementing the housing recommendations in the Envision Littleton Comprehensive Plan.

In June 2020, South Metro Housing Options and the Littleton Housing Task Force requested Root Policy Research, a private research firm, update key data findings to evaluate changes in the Littleton Market over the past three years. This update was presented to City Council during the Housing Task Force update during the September 1, 2020 study session.
