PURPOSE:

To update council on the progress and changes to the2019-2020 Work Plan.

SUMMARY:

Staff maintains and regularly reports on council’s two-year work plan to ensure projects continue to align with council priorities, accounting for limitations in staff capacity and funding.

 

PRIOR ACTIONS OR DISCUSSIONS:

January 25-26, 2019: Council Retreat - Identification of goals and priorities.

April 9, 2019: Study Session - Review and discussion of the proposed 2019-2020 Work Plan

April 16, 2019: Regular Meeting - Resolution adopting council’s 2019 Goals and Objectives

Clarity of Purpose

 

2019-2020 Work Plan

Staff has worked diligently to meet daily tasks as well as make progress on Work Plan projects. Completed work includes the first three phases of the Comprehensive Plan and Transportation Master Plan, the internal charrette for the River Front Plan, three code updates with one more in implementation, the 2019 Priority Based Budgeting (PBB) update, impact fee updates under the current model, a PBB cost recovery review, five-year financial plans, and revisions to the council communication template (used here).

 

A few items have new lines on the Work Plan as staff has clarified scope and timing:  River Corridor Plan, Economic Development Plan, Office 365, and TRAKiT9 Conversion. A number of items have had scheduling changes, many resulting from capacity limitations, one pending direction from council scheduled for later this month (polling), and some due to re-prioritization (River Corridor Plan and Belleview Corridor Vision Implementation Plan).

Council Goal, Objective, and/or Guiding Principle

The 2019-2020 Council Work Plan is the implementation of council’s goals and objectives.

 

Fiscal Impacts

No new fiscal impacts. Staff is currently evaluating 2020 needs and will bring those forward in the budget process.

 

Alternatives

The work plan remains ambitious and staff would like to remind council of the capacity limitations of the organization. If council wishes to add items, such as ballot issues, other items need to be delayed, reduced in scope, or removed from the plan.

 

STAFF RECOMMENDATION:

Staff recommends council provide feedback on the revised work plan to ensure it aligns with council’s priorities.
