Resolution 30-2020: Adopting City Council's 2020-2021 Goals and Objectives

PURPOSE:

To adopt 2020-2021 Goals and Objectives, which will set a direction for staff.

SUMMARY:

The typical process for council to approve the annual goals and objectives starts with a workshop or retreat in the beginning of the year. Council had that workshop on February 1st. The process would then require staff to develop a work plan which includes actions steps and a schedule. This work plan would then be presented to council for review and approval with the last step being a resolution of adoption typically in April. However, the COVID-19 pandemic has upended that process.

 

The City will no doubt see lasting impacts from the pandemic and will have significant work ahead to meet both the immediate needs and reallocate resources to maintain services in the longer term. As a result, staff has revised the work plan and will continue to monitor all items and will work to provide another update in July or August.

 

PRIOR ACTIONS OR DISCUSSIONS:

                     The 2020-2021 Work Plan is a carryover from the 2019-2020 Work Plan

                     The Work Plan was reviewed during the 2020 Council Workshop (Jan. 31- Feb. 1)

                     2020-2021 Goals and Objectives were reviewed at the April 14, 2020 Study Session

 

ANALYSIS:

Staff Analysis

Council’s work plan is comprised of goals, objectives, and action steps. Goals set the high-level direction and objectives clarify that direction and provide strategic guidance on how each goal should be met. Action steps are staff’s work plan for how to meet each objective.

 

Council adoption of the three proposed 2020-2021 goals and their objectives will provide clarity for staff in priorities, which will become increasingly important as the impacts of the COVID-19 pandemic become clearer and action steps are likely to need to be adjusted.

 

Council Goal, Objective, and/or Guiding Principle

This action would set the following goals and objectives for 2020-2021:

 

Goal 1: Quality Community - Envision Littleton: To develop a long-term financially sustainable plan for the City of Littleton by matching available resources with community priorities in order to provide beneficial, meaningful, and valued services and programs, while incorporating the necessary investment to maintain and develop the value in community assets.

Objective 1: Unified Land Use Code

Objective 2: Additional Code Enhancements

Objective 3:  Littleton Engineering Design Standards (LEDS)

Objective 4:  Economic Development Strategic Planning

 

Goal 2: Financial Sustainability: To develop a long-term sustainable financial plan for the City of Littleton by aligning available resources with community priorities in order to provide beneficial, meaningful, and valued services and programs, while incorporating the necessary investment to maintain and develop the value in community assets.

Objective 1: Evaluate & Prioritize Existing Programs and Services (Priority Based Budgeting) 

Objective 2: Evaluate Fees for Services (Fee Structures) 

Objective 3: Identify, Assess, and Prioritize Long-Term Capital Needs (Long-Term Capital Needs)

Objective 4: Identify and Assess Opportunities for Funding (Long-Term Funding Needs) 

 

Goal 3: Good Governance: To be responsive, approachable, welcoming, fair, and accountable internally and externally. Facilitate on-going conversation that captures all the considerations involved in assuring interests are addressed and reflected in city policy initiatives.

Fiscal Impacts

Staff will re-evaluate the work plan as additional financial information becomes available and provide an update to fiscal impacts with the July/August update.

 

Alternatives

Given the uncertainty caused by the pandemic, the council may wish to consider two alternatives:

1.                     Approve the proposed goals and objectives, setting a direction for 2020-2021

2.                     Delay formal approval and re-evaluate potential goals and objectives until later this year

 

STAFF RECOMMENDATION:

Staff recommends approval of the 2020-2021 goals and objectives.
