PURPOSE:

To consider a Certificate of Appropriateness (COA) application, allowing the removal of previously approved storefront windows on the building located at 2600 W. Main St. The Historical Preservation Commission (HPC) shall review the application and approve, approve with conditions, or deny the subject request.

DISCUSSION:

The applicant, Lynne Wasinger, Design Studio Architects, Inc, has applied for a COA, on behalf of the property owner, Murphys Variety, LLC, to allow for the removal of two, previously approved, proposed storefronts and replace them with a brick wall and single storefront door. The inset brick wall is proposed to be covered with a mural.

 

BACKGROUND:

Decision criteria for a COA are provided in the Unified Land Use Code Section 10-9-8.1. In staff’s opinion, the proposed modifications meet all the required criteria and recommends approval with the condition listed below. The remaining storefront door will be located in a historic opening, and the proposed mural on the brick wall will provide interest along the street and provide a sense of identity for the tenant space. The proposed modifications are due to structural issues related to a basement stairwell and potential tenant needs. The previously approved COA23-0005 allowed for the removal of the 1970s façade additions.

ALTERNATIVES:

The HPC may approve, approve with conditions or deny the COA. If the commission denies the subject request, the applicant may appeal the decision to City Council or use the building as it exists, without modification.

 

 

STAFF RECOMMENDATION:

Planning staff recommends approval with conditions as outlined in HPC Resolution 02-2025. Staff recommends a condition that the applicant include a note on the final plan set regarding mural maintenance and preservation requirements. 

 

PROPOSED MOTION:

Proposed Motion

I move to approve HPC Resolution 02-2025 approving the Certificate of Appropriateness for 2600 W. Main Street with the following conditions:

1.                     The applicant shall provide a note on the final plan set that the mural design cannot be incorporated or implanted into the building in such a manner as to physically distort or destroy the building; and

2.                     The applicant shall provide a note on the final plan set acknowledging and agreeing to maintain and preserving the mural with periodic cleaning, repairs, and repainting as needed in order that the mural design remains in good and workmanlike condition.
