DISCUSSION:

The purpose of this agenda item is to facilitate continued discussion of the 2026 and 2027 Council workplan that was started but not completed at the City Council retreat in February.  During the Saturday session, the Council heard an update on the 2026 workplan and completed a timeline of the most substantive policy issues Council will address in the coming months, effectively comprising the Council’s workplan for the remainder of the 2026, with continuation into 2027.  The draft workplan compiled at the retreat is attached for Council’s reference.

When the retreat was interrupted, the Council had started a discussion of requests to potentially accelerate items planned for the latter part of 2026 or to initiate policy action on topics not currently contemplated in the 2026 workplan or the Horizon 2027 Strategic Plan.  The list of brainstormed items included:

Accelerate planning for Geneva Village (currently planned for Council consideration in August 2026)

Accelerate consideration of lower speed limits and/or default speed limits in residential areas (currently included in scope of work for Transportation Master Plan)

Reduce the number of lanes on Littleton Boulevard (currently to be addressed as a transportation consideration in the Littleton Boulevard sub-area planning process)

Consider “single staircase” building code amendment (not currently in work plan)

Undertake a citywide Historic Preservation Plan before 2028 (currently not in work plan)

At this Council discussion, staff requests additional brainstorming of requests for adjustments to the existing workplan and future policy priorities.  Staff will take the resulting list and develop feasibility assessments for each item for further discussion at the study session tentatively planned for April 28th.  The assessments will include recommendations for when requested items can be scheduled for Council consideration in cases where staff capacity exists.  If staff capacity does not currently exist, staff will describe the resources needed and the workplan trade-offs required to meet the request.  Items that cannot be accommodated in the 2026 workplan will be carried over into priority-setting and strategic planning discussions in 2027.

BACKGROUND:

The 2026 City Council retreat took place on February 27-28 in Boulder, Colorado.  The event was unexpectedly abbreviated when the facility was evacuated due to a sudden wildfire on the retreat center premises.  This resulted in an unfinished discussion about the Council’s 2026 workplan and future priorities.
