PURPOSE:

Does city council support a grant application to Arapahoe County Open Spaces (ACOS) for a planning grant for Jackass Gulch’s restoration and stabilization?

SUMMARY:

The purpose of the project is to complete design of Jackass Gulch’s restoration and stabilization and for the design of a detention and water quality pond at the upper end of the gulch. Additional funding for the construction of this project is included in the five-year plan for the Stormwater and Flood Management Utility Enterprise.

 

PRIOR ACTIONS OR DISCUSSIONS:

Historically, the city has applied for numerous grants through the Arapahoe County Open Spaces grant program to make improvements to various open spaces located in the city limits. The 2020 budget includes appropriation for this project through the Stormwater and Flood Management Utility Enterprise.

 

ANALYSIS:

Staff Analysis

The grant request will be $97,110 with an additional $10,790 in local grant match for a total project cost of $107,900. The resolution language is required by ACOS. If awarded, the project will likely start in 2020.

 

Applications were submitted to ACOS on April 24. The deadline for obtaining a resolution of support and endorsement from the governmental body of the applying local government to be considered for funding was extended to May 15 as a result of the COVID-19 pandemic. Grant applications cannot move forward in the process without this resolution.

Fiscal Impacts

This application seeks to leverage an investment in planning expenses for the Jackass Gulch area of $10,790 from the city, while requesting a grant for $97,110 from ACOS. The total project cost of the improvements will be approximately $107,900. Appropriation was previously approved for this project.  

 

Alternatives

If council does not approve submitting the application to the Arapahoe County Open Spaces Grant program, the planning and design will not be completed until funds are available. Should the grant not be awarded, city staff will determine whether it is possible to continue planning and design efforts within the budgeted amounts.

 

STAFF RECOMMENDATION:

Staff recommends approval.
