PURPOSE:

Does city council support approval of a construction contract with Insituform Technologies, LLC dba C&L Water Solutions for the Belleview and Federal Stormwater Pipe Replacement Project, City Project No. 24-71?

DISCUSSION:

On January 15, 2025, the City of Littleton advertised a Request for Proposals to procure contractor services for the Belleview and Federal Stormwater Pipe Replacement Project, Project No. 24-71. Four proposals were received by the February 13, 2025, deadline. Staff reviewed the proposals based on qualifications, experience, project approach, and pricing. Staff selected Insituform Technologies’ proposal as reasonable and the most qualified to successfully complete the project.

 

Approval and execution of the proposed construction contract with Insituform Technologies, LLC dba C&L Water Solutions would authorize the project to proceed into construction to replace underground storm sewer and associated infrastructure at the Federal Boulevard and Belleview Avenue intersection.

 

BACKGROUND: 

Public Works staff have evaluated and identified areas within the city’s storm sewer and storm water infrastructure network that require timely and critical repairs. One of these locations identified is the storm sewer pipe and associated infrastructure underneath the Federal Boulevard and Belleview Avenue intersection. During field visits, including underground photo and video capture, staff observed the existing conditions of the storm sewer infrastructure at this location that resulted in an inventory of areas of major rusting, corrosion, and crushing of the storm sewer pipe as well as aging concrete junction boxes. This infrastructure is estimated to be over 40 years old, of which has exceeded its expected service life. These identified issues have caused failure of this infrastructure beneath the road, and if not repaired, could lead to continued issues with the storm sewer as well as impact the stability of the road above.

 

The project, executed through this Work Order, will include the following activities:

                     Removal of approximately 182 linear feet of arch corrugated metal pipe

                     Installation of 30” reinforced concrete pipe, 36” reinforced concrete pipe (city to provide 136 linear feet of the 36” pipe), and 42” high-performance polypropylene storm pipe

                     Replacement of one concrete junction box

                     Modifications to two existing concrete junction boxes

                     Installation of 257 linear feet of cured-in-place pipe lining

                     Removal and replacement of existing asphalt and concrete

                     Traffic control operations

 

Since this project requires excavation and underground work along an active roadway, the work will require a full road closure of Federal Boulevard, south of Belleview Avenue. The east side of Federal Boulevard (north-bound) will remain closed for the duration of the project, and the west side (south-bound) will open when feasible.  The contractor will be required to maintain traffic control within the work area and along detours.

 

The replacement and repair work is estimated to begin in June 2025, with anticipation completion in September 2025.

FISCAL IMPACTS:

The proposed resolution would approve the construction contract with Insituform Technologies, LLC dba C&L Water Solutions and authorizing expending $1,122,795.88 for the replacement of storm sewer infrastructure underneath the intersection of Belleview Avenue and Federal Boulevard. The project will be funded from the Storm Drainage Enterprise Fund.  Pursuant to the city’s Procurement Policy, all contracts exceeding $500,000 must be approved by council.

 

STAFF RECOMMENDATION:

Staff recommends approval of the resolution.

 

ALTERNATIVES:

If the construction contract is not approved, the project could not be completed at this time and the storm sewer infrastructure would continue to degrade and could result in major issues within the storm sewer network as well as to the stability of the road above the failing infrastructure. If the project is delayed, it is also likely that the overall project cost would be greater based on inflation and increasing construction costs.
