PURPOSE:
To request approval of an Intergovernmental Agreement (IGA) between the City of Littleton and South Suburban Parks and Recreation regarding construction and maintenance of storm sewer on the Mission Viejo Pickleball facility.

DISCUSSION:
South Suburban Parks and Recreation District (SSPRD) is constructing the Mission Viejo Pickleball facility at the southwest corner of County Line Road and Broadway. SSPRD will be replacing and realigning a deteriorated City-owned storm sewer as part of the project. The City will partially compensate SSPRD for the storm sewer work, and the City will be responsible for operation and maintenance of the storm sewer upon completion. The proposed IGA identifies each parties’ obligations to the project and long-term operation and maintenance responsibilities.
BACKGROUND:
South Suburban Parks and Recreation District is constructing the Mission Viejo Pickleball facility at the southwest corner of County Line Road and Broadway. The City of Littleton owns and operates a 30-inch corrugated metal pipe storm sewer along the south side of County Line Road which outlets to a swale along Broadway with runoff through the SSPRD property. The existing storm sewer has deteriorated and is in need of replacement. As part of the pickleball facility project, the storm sewer will be realigned through the SSPRD property to a new location. The City has agreed to compensate SSPRD for the share in cost of the storm sewer replacement. This newly aligned storm sewer will be owned and maintained by the City of Littleton and a utility easement will be recorded over the pipe’s alignment.

FISCAL IMPACTS:
The cost of the work performed by SSPRD to replace the storm sewer is $90,287. This will be funded from the Stormwater Utility Fund.
STAFF RECOMMENDATION:
Staff recommends approval of the resolution authorizing the IGA.
ALTERNATIVES:
If the IGA is not approved, the City will not meet obligations in partnership with SSPRD in conjunction with this project.
