PURPOSE:

Approve the continuation of the Next Generation Advisory Committee past the sunset date of December 2020 and establish the committee as an ongoing body of Littleton’s Authorities, Boards, and Commissions.

SUMMARY:

The City of Littleton is fully committed to representing, encouraging, and engaging emerging generations in the city. The Next Generation Advisory Committee (NGAC) was created in 2018 for a limited two-year pilot. Championed by Council Member Kyle Schlachter, the committee was commissioned by City Council to support the City’s vision statement with thoughtful, considerate and insightful recommendations, suggestions, and feedback, on matters of City policy that directly impact the attraction and retention of young residents and employees.

 

The committee has 14 individuals ages 16-36, who live or work in the city.

 

The NGAC continues to provide insight from their related age demographics as well as perspective on council policy initiatives and goals.  This advisory committee continues to explore topics that are important to the young professionals, including, but not limited to, education, employment and economic opportunity, access to local government services, housing, the environment, transportation, city planning, codes, zoning, and overall increased civic engagement.

 

PRIOR ACTIONS OR DISCUSSIONS:

Creation of a NGAC was discussed at the March 27, 2018, June 5, 2018 and January 8, 2019 City Council study sessions. A resolution approving creation of the Littleton Next Generation Advisory Committee passed on February 5, 2019.

 

On May 19, 2020 council voted to approve appointment of nine (9) new members and reappointment of three (3) members to NGAC, creating a board of twelve (12). The board recently lost two members to resignation, prompting a new recruitment to fill those positions as well as additional positions to fill the board to capacity at fifteen (15).

On July 13, 2020, Mayor Pro Tem Melin and Council Member Grove scheduled interviews with seven (7) potential candidates, recommending five (5) for appointment thereby creating a full committee of fifteen (15).

 

On November 11, 2020, members of the NGAC met with council in a study session to present the committees accomplishments, work plan, and long-range goals.

 

ANALYSIS:

Staff Analysis

The NGAC has worked diligently in 2020 to aggressively engage in the work plan that was created in 2019.  The NGAC has created and maintained three subcommittees that are actively engaging in discussions and researching topics that are in line with the Envision Littleton 2040 Vision.

 

The NGAC has taken steps to maximize the allotted staff time (.25 FTE) given them and are receiving adequate opportunities to engage and interact with staff from multiple departments to better understand how the City works.

 

Council Goal, Objective, and/or Guiding Principle

The Next Generation Committee helps support the ENGAGED guiding principle.

 

Littleton will remain ENGAGED and civic minded in all matters affecting the direction and

priorities of city government and the community. Stakeholders will participate in transparent

processes and take responsibility for maintaining a respectful and productive dialogue. Meaningful interactions must involve committed elected officials, informed residents, and other partner organizations and agencies interested in Littleton as it is today and will be tomorrow.

 

Fiscal Impacts

The NGAC requests staff support continue at 0.25 FTE.

 

Alternatives

Not approve the resolution and allow the NGAC to sunset in December of 2020 and potentially lose a direct connection to this demographic.

 

STAFF RECOMMENDATION:

Staff recommends approval of the resolution to continue the Next Generation Advisory Committee past the December 2020 sunset and proceed in perpetuity as described in their charter.
