PURPOSE:
Does City Council support approval of an Intergovernmental Agreement (IGA) with Arapahoe County Open Spaces to receive grant funds for development of a Water Resources Master Plan?
PRESENTATIONS:
Staff Presenter(s): Keith Reester, Director of Public Works and Utilities
Additional Presenter(s): N/A
SUMMARY:
Water management is a critical issue for any government in Colorado. Littleton has not been a water service provider since selling the system to Denver Water in 1972. The City has a very limited water portfolio (shares/rights) and a plan to prioritize the use of these assets is important to both short and long-term decision making. The grant will help develop a short and long-term plan that assesses current water portfolio, conservation strategies and city water needs for a 25-year time horizon. This project will work in concert with the Ketring Water Firming Project to assess options for all City water resources including current water shares in the City Ditch, potentially impacting multiple facilities such as Ketring Lake, Ridgeview Park, and Geneva Park.
PRIOR ACTIONS OR DISCUSSIONS:
City council approved a grant application on April 6, 2021 as Resolution 18-2021 to Arapahoe County Open Spaces to fund a Water Resources Master Plan. Staff was notified on July 6, 2021, that funding for the grant was awarded in the amount of $75,000.
ANALYSIS:
Staff Analysis
The IGA is required to accept grant funds from the Arapahoe County Open Spaces Grant Program within 60 days of the award.
Arapahoe County Open Spaces provides the opportunity for parks and lakes located within the City limits to be updated and improved. This grant request was $75,000 with an additional $50,000 in local match for a total project cost of $125,000.
Council Goal, Objective, and/or Guiding Principle
Goal 2: Financial Sustainability - These items support a strategic plan for expenditures in the Open Space Fund to deliver the highest quality of services.
Goal 7: Environmental Stewardship - These items establish specific action items that will move toward the city’s development of goals for environmental preservation and resources management.
Fiscal Impacts
This grant will leverage an investment in planning expenses for a Water Resources Master Plan of $50,000 from the Open Space Fund, to a grant for $75,000 from ACOS. The total project cost will be approximately $125,000. There are sufficient funds appropriated in the Open Space Fund for this project.
Alternatives
If the IGA is not approved, the Water Resources Master Plan will not be funded until funds are made available.
STAFF RECOMMENDATION:
Staff recommends approval of the resolution.
