PURPOSE:
Staff is seeking city council support for renewal of the city’s Three Mile Plan, with minor edits.

DISCUSSION:
State statute requires that local municipalities adopt a Three Mile Plan each year. Colorado Revised Statutes (CRS) Section 31-12-105(1)(e) provides that “no annexation may take place that would have the effect of extending a municipal boundary more than three miles in any direction from any point of such municipal boundary in any one year.” The statute also requires that prior to annexing any property within the three-mile limit, a municipality must have a plan that generally describes the proposed location, character, and extent of such things as streets, waterfronts, playgrounds, parks, open space, public utilities, and transportation to be provided by the municipality, and the proposed land uses for the area. In addition, any municipality adopting a Three Mile Plan must update the plan on an annual basis.
BACKGROUND:
The city has not annexed any property since the Three Mile Plan was first adopted in 2009, so the boundaries of the plan have not changed. Several minor updates have been approved, including names of utilities and special districts and other land use planning documents. Only minor changes are proposed in this year’s affirmation of the Three Mile Plan.
Prior Actions or Discussions
In 2009, the city council adopted its Three Mile Plan, which consists of an introduction and description, an explanation of how the plan addresses state requirements, and an annexation area map. The Littleton City Map and Littleton’s COMPLAN were incorporated into this plan by reference.
In 2010 and 2011 there were no amendments to the city’s Three Mile Plan. In 2012, minor changes were made to update the names of two utilities and to change the reference to the COMPLAN since it was amended to include the 2011 Downtown Neighborhood Plan. In 2013, there were no changes made to the plan. In 2014, minor changes were made to update the names of three special districts and to change the reference to the COMPLAN since it again was amended to include the 2014 Citywide Plan.
The plan was last formally approved in 2015. The 2024 plan incorporates the 2019 Comprehensive Plan and updates special districts and entities.

STAFF RECOMMENDATION:
Staff recommends affirming the City of Littleton’s Three Mile Plan, with minor edits.
ALTERNATIVES:
Council may recommend approval, approval with conditions, or denial of Resolution 114-2024 affirming the Three Mile Plan, with minor edits. If council were to recommend denial of the resolution, the 2015 Three Mile Plan would remain in effect until an updated version is approved by council.
