REQUESTED COUNCIL ACTION:

Does city council support revising title 1, chapter 5 of the municipal code regarding department of fire; and, amending and revising title 5, chapter 2 regarding International Fire Code adoption?

 

BACKGROUND: 

With the unification of Littleton Fire Rescue (LFR) with South Metro Fire Rescue Fire Protection District, it is necessary to amend the city code to reflect the new division of responsibilities between the district and the city.  The district and city are already cooperating on fire prevention and inspection issues and the proposed ordinance is a further step in the transition to South Metro Fire Rescue Fire Protection District.

 

PRIOR ACTIONS OR DISCUSSIONS: 

City council adopted the Pre-Unification Agreement with South Metro Fire Rescue Fire Protection District on April 18, 2018.

 

STAFF ANALYSIS: 

This is one of several steps in the transition of fire and emergency services from LFR to South Metro Fire Rescue Fire Protection District.  The proposed ordinance creates the structure for the effective enforcement of the fire code once LFR is part of the district.  It is similar to that contained in other municipal codes where the city is part of a fire and rescue district. 

 

The introduction and ultimate enactment of this amendment will facilitate the inspection and fire prevention programs by providing workable code language.  This is one of many steps that the council is requested to act upon to provide a seamless transition between LFR and South Metro Fire Rescue Fire Protection District.

 

OPTIONS/ALTERNATIVES: 

Option A:                     Do not approve the proposed ordinance.  The result is that the fire inspection and prevention activities may be negatively impacted due to conflicts in the code. 

 

Option B:                     Approve the proposed ordinance to facilitate inspection and fire prevention programs.

 

FISCAL IMPACTS:  

No additional fiscal impacts are projected beyond those anticipated as part of the unification of LFR with the South Metro Fire Rescue Fire Protection District. 

 

STAFF RECOMMENDATION:

Staff recommends adoption on second reading.
