PURPOSE:

Does council support approval of an intergovernmental agreement between the city and Littleton Public Schools for the OneCard program at the Library?

SUMMARY:

Littleton Public Schools (LPS) and the Bemis Public Library are partnering to increase collaboration between our overlapping communities. If approved by City Council, this partnership will be implemented in the 2020 fall semester. The IGA was approved by the Littleton Public School Board of Education on March 30,2020.

 

Bemis Public Library has a breadth of valuable resources that will provide Littleton Public School students with greater access to materials they need to be successful in school:

                     Access research and homework help databases in school or at home

                     Download ebook and eaudiobook materials

                     Check out physical books

                     Use library computers and other technology

Bemis Public Library and LPS will work jointly to develop a letter describing the policy/goals of the Littleton OneCard initiative to disseminate to LPS parents and educators. Both entities will work jointly to develop and disseminate external media coverage and to provide training related to the use of library resources, including but not limited to online resources. Bemis Public Library will continue to develop and provide appropriate collections to assist with the overall reading needs for children and adults in the whole community.

 

LPS will support implementation of the school-library partnership by providing to Bemis Public Library: Student ID Number, first and last name, email address, and parent/guardian of each student enrolled.  The database will be updated bi-annually beginning in July 2020 as new students enroll in the district.  For the 2020-2021 school year data shall be provided during October 2020 and February 2021.  Beginning October 2020, school year data shall be provided every October and February of each school year.

 

Jessica Hesselberg, District Librarian, is designated as the Project Coordinator for the Littleton Public Schools. The LPS Director of Technology, Mike Porter, is fully authorized to act on behalf of LPS in connection with this Agreement. 

 

Nancy Trimm, Bemis Public Library Deputy Director is designated as the Project Coordinator for the Bemis Public Library.  The Library/Museum Director, Tim Nimz, is fully authorized to act on behalf of Bemis Public Library in connection with this Agreement.

ANALYSIS:

Staff Analysis

Both Bemis Public Library and LPS agree to share database and online resource costs and agree that the partnership activities provided by Bemis Public Library shall be provided at no cost to Littleton Public Schools. LPS will provide $10,000 to Bemis Public Library in order to share database and online resources costs.

 

Bemis Public Library will streamline student access to databases and materials by integrating LPS Student ID numbers into Bemis Public Library accounts, allowing every student in LPS instant access to Library databases and materials, to enhance the technology and material access available to students.  Implementation will include training for students and staff of the Library’s educational resources.

Fiscal Impacts

LPS agrees to pay the City of Littleton $10,000 annually for use of shared database. There is no increase to city funds already budgeted.

 

Alternatives

Approve the IGA further supporting the relationship and partnership between Littleton Public Schools and the City of Littleton or deny approval hindering that relationship and removing the opportunity to increase resource access for students.

 

STAFF RECOMMENDATION:

Staff recommends approval of the resolution approving an IGA with Littleton Public Schools.
