Approving a Construction Contract with Silva Construction, Inc. for the Euclid Avenue Improvements Phase 1: Elati Street to Cherokee Street, City Project No. 23-03.

DISCUSSION:
The City of Littleton strives to be a community which is safe for all modes of transportation, including bicycle and pedestrian mobility. As part of the Littleton Linkages Trail Study and the Safer Streets Initiative, Euclid Avenue from Elati Street to Broadway has been identified for upgrades which will support safer pedestrian and bicycle travel and promote traffic calming measures for vehicular traffic. In addition, this street segment has been identified as having poor quality pavement and in need of rehabilitation.
The city held a public open house event for this project on Monday, March 3rd at 6:00 PM to discuss design elements, timelines, and circulation for pick-up and drop-off patterns at Euclid Middle School. The feedback received at the open house was considered in the advancement of the design of the project.
The project on Euclid Avenue will be constructed in two separate phases. The first phase extends from Elati Street to Cherokee Street. The second phase extends from Cherokee Street to Broadway, including improvements to the connection with the Highline Canal Trail. The design of the first phase is complete. A prioritized construction goal is to complete the first phase during the Euclid Middle School summer break from late May to early August 2025. The second phase is near completion of design and may be constructed later this fall if feasible, but likely in the summer of 2026.
The City of Littleton advertised an Invitation for Bids for construction of the Euclid Avenue Improvements Phase 1: Elati Street to Cherokee Street, City Project No. 23-03. The formal solicitation for the project closed on April 15th and all bids were reviewed for completeness and accuracy. Silva Construction, Inc. was identified as the lowest and most qualified bidder. Approval of this resolution would authorize a contract with Silva Construction, Inc. for construction of the Euclid Avenue Improvements Phase 1: Elati Street to Cherokee Street, City Project 23-03.
BACKGROUND:
The Euclid Avenue Improvements Project will provide mobility and safety upgrades to Euclid Avenue. The upgrades will create a safer and more accessible route through the Euclid Avenue corridor and will improve connectivity to both Euclid Middle School and Options Secondary Program, and ultimately the Highline Canal Trail and Broadway. The project will also provide street resurfacing.
This project is divided into two construction phases. The scope of work of the first phase extends from Elati Street to Cherokee Street, directly adjacent to Euclid Middle School, and is scheduled to be built within the 2025 summer break for Littleton Public Schools. The street and intersections in this first phase will receive critical sidewalk, bike infrastructure, and crossing upgrades to protect students and all modes of transportation. These Phase 1 upgrades compliment the proposed site improvements planned for summer 2025 at Euclid Middle School.
Phase 2 of the Euclid Avenue project will provide a continuation of the improvements constructed in Phase 1 to provide connectivity to the Highline Canal Trail and Broadway. Design is underway and construction may take place in fall 2025, but likely will occur in the summer of 2026.
Completion of both phases of the Euclid Avenue project will mark the first “complete street” in the city, a milestone event for the Safer Streets Program. Complete streets provide high-comfort bicycle and pedestrian facilities and create safer access to trails, schools and amenities throughout the city. The safety of pedestrians, cyclists, transit users, children, elderly, those with disabilities, and other vulnerable roadway users throughout the city is critical to a healthy city and transportation network.
Prior Actions or Discussions
There have been no prior formal actions involving this project with Council, however this Safer Streets project has been identified as a high priority project by Council, and additional funds were allocated towards the project in the 2025 capital improvement budget.
FISCAL IMPACTS:
The proposed construction contract with Silva Construction, Inc. for the Euclid Avenue Improvements Phase 1: Elati Street to Cherokee Street, City Project 23-03 is $2,217,187. This project will be funded through the 3A Sales Tax Capital Improvement Fund and Storm Drainage Enterprise Fund.
Pursuant to the City’s Procurement Policy, all contracts exceeding $500,000 must be approved by City Council.
STAFF RECOMMENDATION:
Staff recommends approval of the Construction Contract.
ALTERNATIVES:
If the contract is not approved, the construction of the project will not be completed, and no safety nor multimodal school zone improvements will be made to this corridor at this time.
