PURPOSE:
Approving a Construction Contract with FNF Construction, Inc for the Prince Street Link Project, City Project No. 18-14.

DISCUSSION:
On March 25, 2026, the City of Littleton’s Public Works Department advertised an Invitation for Bids for the Prince Street Link Project, City Project No. 18-14. The City received two bids, which were opened on April 24, 2026. Staff reviewed the bids for fairness and accuracy; FNF Construction, Inc. was identified as the lowest responsive bidder. An overview of the project is provided in the following section.
The project is partially funded by $615,000 in Safer Main Streets grant funds from the Colorado Department of Transportation (CDOT); the City has entered into a concurrence to award agreement with CDOT to award FNF Construction, Inc. the construction contract for the Prince Street Link Project.
Council approval of this resolution is required for construction of the project to move forward. Construction is anticipated to begin in July 2026, with anticipated completion in October 2026.
BACKGROUND:
The safety of vulnerable roadway users such as pedestrians, cyclists, transit users, and those with disabilities, throughout the city is critical to a healthy city and transportation network. The Prince Street Link Project will provide safety and accessibility improvements along Prince Street between Lake Avenue to Alamo Avenue. The enhancements of the Prince Street Link Project will improve access and connections to several key destinations including Downtown Littleton, Arapahoe Community College, Colorado Center for the Blind, and the Regional Transportation District (RTD) Downtown Littleton Light Rail Station.
The project will construct the following improvements along Prince Street between Alamo Avenue and Lake Avenue and as illustrated in the following graphic:
• Reconstruction of the Prince Street and Church Avenue intersection will include:
o Concrete roadway removal and replacement near the intersection
o Sidewalk improvements to construct wider, safer and more accessible sidewalks
o Installation of Americans with Disabilities Act (ADA)-compliant curb ramps to allow people with mobility and sensory limitations to safely navigate crossings
o Installation of bicycle lanes to increase bicycle safety and visibility
o Upgraded traffic signal equipment to provide increased intersection safety through implementation of leading pedestrian intervals, and transit signal priority (for future use)
• Improvements along Prince Street will include:
o Removal and replacement of sidewalk along segments of Prince Street to provide safer and more accessible pedestrian facilities. Where the width allowed, the sidewalk will be widened.
o Installation of bike lanes in both directions of Prince Street to increase bicycle safety and visibility
o Removal of the asphalt roadway and replacement with concrete pavement for a more durable and lasting wearing surface (north of the Prince Street Bridge)
o Removal and replacement of curb and gutter along segments of Prince Street
o Installation of ADA-compliant curb ramps at the RTD bus stop driveways, at the West Lake Avenue intersection, and at the Church and Prince intersection.
Along with making safety improvements, this project will complete several recommendations from the Littleton Transportation Master Plan, including the Prince Street & Church Avenue Intersection operation and safety improvements (Project A21) and address issues identified in Littleton’s Public Assessment of Public Right of Way (ROW) ADA non-compliant issues.
Prior Actions or Discussions
An Intergovernmental Agreement (IGA) with the Colorado Department of Transportation for reimbursement of costs associated with the Prince Street Link Project was approved by City Council as Resolution 22-2021 on May 4, 2021.
A grant application to the Colorado Department of Transportation for the Prince Street Link Project was authorized by City County as Resolution 68-2020 on September 15, 2020.
FISCAL IMPACTS:
The proposed construction contract with FNF Construction, Inc. for the Prince Street Link Project is $1,737,077.00. The project will be funded by a CDOT Safer Main Streets grant in the amount of $615,000.00. The grant local match in the amount of $155,000.00 will be funded by Multimodal Impact Fees. The remaining balance of $967,077 will be funded by $580,000.00 in Transportation Impact Fees, $205,808 from the Capital Improvement Sales Tax Fund and $181,269 from the Capital Reserve Fund.
STAFF RECOMMENDATION:
Staff recommends approval of the construction contract.
ALTERNATIVES:
If the construction contract is not approved, the construction of the project will not be completed until funds are available.
Leveraging grant funds for projects is critical to completing projects the city would unlikely be able to afford on its own. Forgoing this opportunity would put Littleton at a significant disadvantage in attaining community goals related to safety, transportation, economic development, and quality of life. Not approving this contract, therefore, not moving forward with construction of the project, would also result in forfeiture of Federal grant funding. Forfeiture of grant funding would also put Littleton at a significant disadvantage competing for and securing future grants.
