PURPOSE:

Does city council support an IGA between the City of Littleton and the Board of County Commissioners of the County of Arapahoe, State of Colorado, regarding a financial contribution for resurfacing of Ken Caryl Avenue?

DISCUSSION:

City staff and consultants have completed the design of the South Platte Canyon Road/South Lowell Boulevard (SH 75) and Bowles Avenue, and South Platte Canyon Road (SH 75) and West Mineral Avenue Intersection Improvements.  The project will provide operational and safety improvements for autos, pedestrians, and cyclists at both intersections.

 

Arapahoe County owns and operates Ken Caryl Avenue (Mineral Avenue) from the Platte Canyon Road intersection to the western county line.  Arapahoe County planned to undertake a mill & overlay of this segment of Ken Caryl Avenue.  The resurfacing is outside of the project limits needed for the intersection project.  However, given the proximity of that roadway to the proposed intersection improvement project, for purposes of mutual cost savings and construction efficiencies, the City of Littleton agreed to incorporate the resurfacing into the intersection improvement project.  This IGA is for Arapahoe County’s financial contributions for these additional resurfacing improvements.

 

Construction of the intersection improvement project is anticipated to start in the Summer of 2024, and be completed in the Fall of 2024.

 

BACKGROUND:

In 2019 the city received a grant from the Colorado Department of Transportation (CDOT) for the South Platte Canyon Road/South Lowell Boulevard (SH 75) and Bowles Avenue, and South Platte Canyon Road (SH 75) and West Mineral Avenue Intersection Improvements.

 

Both intersections were identified in the city’s Transportation Master Plan as being bottleneck locations, which can lead to a higher likelihood of crashes.  The Mineral Avenue intersection was also identified as a high injury network location, where there has been documented a higher frequency of injury crashes.

 

The improvements proposed at both intersections will address safety issues through geometric modifications and capacity improvements, upgrade the traffic signal systems, and upgrade the pedestrian and bicycle facilities.

 

Prior Actions or Discussions

An IGA with CDOT for design and construction of the South Platte Canyon Road/South Lowell Boulevard (SH 75) and Bowles Avenue, and South Platte Canyon Road (SH 75) and West Mineral Avenue intersection improvements was approved by city council as Resolution 28-2019 on May 7, 2019.  A subsequent amendment to the IGA to add additional funds to the project was approved by city council as Resolution 34-2021 on August 17, 2021.

 

FISCAL IMPACTS:

The cost for the South Platte Canyon Road/South Lowell Boulevard (SH 75) and Bowles Avenue, and South Platte Canyon Road (SH 75) and West Mineral Avenue Intersection Improvements Project including design, construction, and construction management is $2,700,000.  The City received a grant from CDOT for $2,450,000.  The project is 100% funded by CDOT, with no local match required unless the project cost exceeds the grant funding allocated.  Based on current cost estimates, there is an anticipated $250,000 City contribution, which will be funded by a combination of Transportation Impact Fees and 3A Capital Improvement Fund.

 

City staff worked with Arapahoe County staff to include additional project elements adjacent to the Mineral Avenue intersection at the request of Arapahoe County, including the resurfacing of Ken Caryl Avenue.  These elements total $101,930.  The financial contribution from Arapahoe County will be deposited into the Capital Reserve Fund.

 

STAFF RECOMMENDATION:

Staff recommends approval of the IGA.

 

ALTERNATIVES:

If council does not approve this intergovernmental agreement, the City of Littleton will not receive contributing funds from Arapahoe County for this project, and the additional improvements will be removed from the scope of the intersection improvement project.  Arapahoe County would then be required to undertake these improvements independently.
