PURPOSE:

Approving License Agreements between the City of Littleton and the Regional Transportation District for construction of 1) Electric and Communication Facilities on the West Main Street Bridge over the Southwest Light Rail Line and 2) Electric Facilities on the West Alamo Avenue Bridge over the Southwest Light Rail Line.

DISCUSSION:

Littleton’s Public Works Department procured structural construction services to complete the Main Street, Alamo Avenue, and Prince Street Bridge Fence Repairs Project, City Project No. 20-18 in March 2025. The existing fences have electrical conduit that will be removed with the replacement of the fences.

 

The city intends to install new electrical facilities on the Main Street bridge and the Alamo Avenue bridge. The electrical facilities would serve the annual winter decorations placed on the fences and support other future potential electrical needs along the bridge such as pedestrian-scale lighting.  The city also intends to install fiber communication conduit on the Main Street bridge for future fiber network connections.

 

The electrical and fiber facilities cross over the Regional Transportation District (RTD) rail right of way. RTD requires a license agreement for each utility crossing of their right of way. The agreements included with this resolution will allow the installation of the electrical and communication facilities on the West Main Street bridge and electrical facilities on the West Alamo Avenue bridge.

 

BACKGROUND:

The parapet walls and bridge fences over the rail tracks on Main Street, Alamo Avenue, and Prince Street are in need of repair. Portions of the fence end treatments have fallen, and concrete is spalling in several areas on the parapet walls. Littleton’s Public Works Department requested the city’s structural on-call contractors provide a bid to complete the Main Street, Alamo Avenue, and Prince Street Bridge Fence Repairs Project, City Project No. 20-18.  A Work Order with Hallmark, Inc. was approved on March 4, 2025.

 

The design plans for the fence project includes replacement of the electrical facilities on Main Street and Alamo Avenue. Historically, the electric facilities have supported the winter decorations placed on the fences each year. The new electrical facilities will be able to support additional needs along the bridges. The project plans also include communications conduit along the Main Street bridge to allow for future fiber connection along the corridor.

 

All utility crossings of the Regional Transportation District (RTD) rail right of way requires a license agreement. Littleton’s Public Works staff worked with RTD to ensure the design and placement of the electrical and communication facilities met RTD requirements in preparation for the license agreements.

 

The license agreements included with this item will allow the installation of the electrical and communication facilities on the West Main Street bridge and electrical facilities on the West Alamo Avenue bridge across the RTD right of way.

 

Prior Actions or Discussions

City Council authorized the Work Order with Hallmark, Inc. for the Main Street, Alamo Avenue, and Prince Street Bridge Fence Repairs Project, City Project No. 20-18 on March 4, 2025 under Resolution 11-2025. The installation of conduit is included in that project.

 

FISCAL IMPACTS:

The installation of conduit electrical and communication facilities on the bridges is included in the Work Order with Hallmark, Inc.  No fees are associated with the license agreements.

 

STAFF RECOMMENDATION:

Staff recommends approval of the resolution.

 

ALTERNATIVES:

Should the license agreements not be approved, the electrical and communication facilities would not be permitted to be installed with the bridge fences.
