PURPOSE:
To consider an application for a Master Development Plan (Conceptual) for a 5.9-acre property at 5201 S. Federal Boulevard to utilize the underlying Corridor Mixed (CM) zoning.

SUMMARY:
The applicant seeks approval of a Master Development Plan (Conceptual) (MDP) for Gallery to utilize the underlying Corridors and Mixed-Use (CM) zoning of the property. The property is located at 5201 S. Federal Boulevard, generally located west of S. Federal Boulevard, east of S. Irving Street, south of the former Columbine Square site, and north of the Arapahoe County building. The conceptual MDP proposes a 55 and over, active adult multi-family community. The building is proposed to be a maximum of 180 residential units, which is a permitted use within the CM district.
PRIOR ACTIONS OR DISCUSSIONS:
The site was previously utilized as a retail garden center. That facility is now vacant. The proposed development held a neighborhood meeting, which acquired input from residents resulting in additional consideration being given to elements of the proposal.
ANALYSIS:
Staff Analysis
Chapters 3 and 9 of the Unified Land Use Code (Code) establish content, design principals, and decision criteria for MDPs which staff applied to frame this analysis. The plan includes all the required content as outlined in the Code and demonstrates adherence with the design principals for residential developments, for the CM zoning district as outlined in the Code. The development complies with the building height, parking, and open space allotments from the CM zoning district. The plan presents multi-modal transportation options with pedestrian and bicycle circulation and close proximity to an RTD bus line on S. Federal Boulevard.
Council Goal, Objective, and/or Guiding Principle
This project is an application of the ULUC, Council Goal 1. The proposed residential development relates to Goal 6: Housing & Livability and meets Objective 1: Housing Diversity.

Alternatives
The planning commission may approve the proposed resolution recommended by staff, may approve a resolution with conditions or deny the proposed resolution.
If the proposal is not approved, the owner may use the property under the existing provisions of the planned development zoning or may reapply for a Master Development Plan after one year from the final decision.
Planning commission decisions are subject to a 15-day appeal period per Section 10-9-3.7 of the ULUC. Any appeal would be heard by city council to determine if planning commission acted in accordance with the Code.
STAFF RECOMMENDATION:
Based on staff’s analysis, the proposed Master Development Plan (Conceptual) complies with the approval criteria in Littleton City Code Section 10-9-5.7 as detailed in the staff report. Therefore, staff recommends approval of PC Resolution 14-2023.
