Adoption of the Reynold’s Landing Revised Final Master Plan

POLICY QUESTION:
Does city council support the adoption of the Revised Final Reynold’s Landing Master Plan?
BACKGROUND:
Earlier this year, the City proposed some modifications to Reynold’s Landing and the Mary Carter Greenway Trail. DHM Design developed cost figures and staff was recently successful at securing $300,000 in grant funding from Arapahoe County Open Space to leverage city funds and move the proposed modification forward. The modifications include adding approximately 42 additional parking spots, adding a new round-about at the MCGT and a new trail through existing open space to connect to the parking lot and Breckenridge Brewery.
Now, we are moving forward with a revised master plan for redevelopment of Reynold’s Landing and the Mary Carter Greenway Trail. A public meeting was held on April 16, 2015 to solicit input from users and community members. Approximately 30 people attended. Additionally through OpenLittleton.org we received great comments on desired amenities (the question had 123 unique views)
After the public meetings, DHM Design incorporated the public input into the proposed master plan. In general the upgrades to Reynolds Landing and MCGT include formalized river access, river bank improvements, white water features, realignment of the duel trail, additional trail spurs and trail loop, trail connections to Breckenridge Brewery’s property, flush-restroom facilities, parking lot expansion, additional shade structures, way finding signage and landscaping improvements. The new addition to the plan and a high-scoring amenity from the public meeting was the addition of a children’s play area - an amenity that currently doesn’t exist anywhere along the MCGT.

STAFF ANALYSIS:
The masterplan will need joint approval from City Council and South Suburban Parks and Recreation’s Board. Once approved, the revised site development plan will have to be approved by Community Development before completing construction drawings and bidding the project.
The project will be built in multiple phases; the first will be the “upland” improvements (minus the Superchi house/leased property) and the other phases will be in-river improvements.
SSPR staff, in cooperation with DHM Designs, will manage construction. The anticipated start construction start is fall of 2015.
FISCAL IMPACTS:
The City budgeted $1.1 million for planning and improvements at Reynold’s Landing for 2015 and with the addition of the $300,000 grant from Arapahoe County we have $1.4 million to work with to implement the proposed improvements in 2015.
STAFF RECOMMENDATION:
Staff recommends moving forward with the adoption of the Reynold’s Landing Revised Final Master Plan.
