PURPOSE:
Board members from the Transportation & Mobility Board (TMB) will provide a presentation regarding the board’s advised direction for how the city builds out sidewalk and walking infrastructure, provides localized transit service, and funding for both programs.

DISCUSSION:
The TMB has identified seven priority areas to focus their work on for 2026, including:
1. Transportation Master Plan
2. Public Engagement
3. Front Range Passenger Rail
4. Project Downtown / Blueprint Blvd
5. Sidewalks
6. Transit
7. Funding
The Joint-Study Session with City Council will focus specifically on sidewalks, transit and funding. Through public comment at TMB meetings, community engagement, presentations, and discussions with staff, TMB members identified the need to further study implementation options for building out the sidewalk network citywide and provide more localized transit service through a circulator route. TMB will present these ideas to City Council:
• Neighborhood Connector Trail System: a quick-build solution for shared use paths within existing right-of-way and pavement width that could accommodate non-motorized traffic.
• Circulator Transit System: replace the existing Omnibus service with both the recommended microtransit service proposed through the ArapaGO Transit Connections Study and pilot a circulator bus in core areas.
• Funding: identify sustainable, dedicated funding for these programs.
Note that these recommendations will require more formal study and development of project plans in order to move forward with implementation.
BACKGROUND:
The Transportation and Mobility Board (TMB) was established by City Council ordinance in December 2018 and held its first meeting in April 2019. The seven-member advisory board provides recommendations to City Council on transportation, mobility, and multimodal issues affecting Littleton and the region.
The board’s charter directs TMB to advise City Council on transportation planning, bicycle and pedestrian infrastructure, transit, accessibility, capital improvement programs, transportation funding, and public engagement. Its responsibilities also include reviewing how the city develops, finances, and implements its transportation system and identifying strategies to address future transportation needs.
The TMB has held one other joint study session with City Council in August of 2024. That study session focused on the TMB’s recommendations regarding a Vision Zero program in Littleton.
Prior Actions or Discussions
The TMB previous recommendation to City Council was to focus on creating a future with zero traffic deaths or serious injuries but also recommended that there was a dedicated focus on neighborhood streets that tend to get overlooked in Vision Zero programs because of the relatively low number of traffic crashes.
FISCAL IMPACTS:
There are no immediate fiscal impacts associated with this discussion. City Council direction toward TMB’s presentation will inform the Transportation Master Plan Update, where project and program costs will be developed and incorporated into future planning and budgeting.
STAFF RECOMMENDATION:
This presentation is intended to serve as a policy discussion regarding the TMB’s recommendations to City council.
