POLICY QUESTION:
Does city council support the approval of the replat of Lot 1, Block 1; and Lot 1, Block 5 of Littleton Village, a minor subdivision plat?
BACKGROUND:
Littleton Village is a 77 acre mixed-use development located at the northeast corner of South Broadway and East Dry Creek Road. On July 1, 2014, the city council approved the Littleton Village plat and subdivision improvement agreement. The parcels were identified as Lot 1, Block 1; and Lot 1, Block 5 of the overall plat.
The Littleton Village Planned Development allows a shopping center on the subject property together with a third lot that is not a part of this minor subdivision. The Littleton Group, LLC is purchasing all three lots intending to develop up to 250,000 square-feet of retail development. The purpose of the replat is twofold: to establish building lots for anticipated retailers, and to vacate sidewalk easements along Village Park Drive, a private street, that are not needed.
A minor subdivision is a plat that includes 10 or fewer lots; all lots front on a dedicated public street and the plat meets the minimum standards of the subdivision and zoning code. Minor plats do not require preliminary plat approval by the planning board.
STAFF ANALYSIS:
The purpose of the replat is to:
• Establish building lots for retail use;
• Vacate 2.5 foot-wide sidewalk easements along Village Park Drive, a private street.
Section 11-4-2(C) of the Littleton City Code states that if the director of community development and the director of public works certify the proposed plat is within accepted engineering principles and is in conformance with the ordinances of the city; it shall be submitted for city council approval.
FISCAL IMPACTS:
If developed with the maximum allowable commercial square footage per the Littleton Village Planned Development, the shopping center should generate $456,750 in capital facility impact fees.
STAFF RECOMMENDATION:
Community development and public works staff recommend approval of the replat of Lot 1, Block 1; and Lot 1, Block 5 of Littleton Village.
