PURPOSE:

Does city council support an IGA between the City of Littleton, South Suburban Park and Recreation District, and Centennial Water and Sanitation District for the construction of a walking/biking path along the west perimeter of the South Platte Reservoir.

DISCUSSION:

Pedestrian and bicycle safety is an important priority for the city. Separating pedestrians/bicycles from vehicle traffic when we are able is one of our primary goals. The installation of this new path will provide pedestrians and bicycles the opportunity to not walk or bike on the roadway.

 

BACKGROUND:

Currently pedestrians enter the South Platte Reservoir area via the gate near Platte Canyon Road, and walk or bike in the roadway, to the first parking lot before having the option to use a trail along the reservoir perimeter.

 

To get more pedestrians and bicyclists off the roadway, and particularly off the blind corner, South Suburban Parks and Recreation is proposing to install via their labor and expense, a hardened trail in places where space and drainage allow.

 

Construction would consist of clearing and grubbing the upper layer of vegetation, compacting the base, and installing compacted crusher fines in a crowned fashion to shed water. The trail will remain outside of any security fences and away from water or service roads. The installation of 6” drainage pipes may be needed under the trail to handle storm drainage. In addition, the installation of the trail may include directional signage for pedestrians/bicyclist, or caution signs for drivers for sections where the trail cannot be built.

FISCAL IMPACTS:

South Suburban Park & Recreation District will be constructing and maintaining the new walking path at their sole expense.

 

STAFF RECOMMENDATION:

Staff recommends approval of the resolution authorizing the IGA.

 

ALTERNATIVES:

If council does not approve, the new walking path will not be constructed.
