PURPOSE:
The cities of Littleton and Englewood entered into an Intergovernmental Agreement (IGA) for the provision of a shared green business program effective August 6, 2024, which concerned funding and collaboration on sustainability-related initiatives, specifically establishing a shared green business coordinator and joint green business program management. That IGA runs through December 31, 2026, and includes an option to extend the agreement by two additional years. This amendment exercises that option allowing the IGA to run through December 31, 2028, unless terminated earlier by either city.
LONG-TERM OUTCOME(S) SERVED:
Sustainable Community with Natural Beauty; Robust and Resilient Economy
DISCUSSION:
This IGA has led to dozens of meetings with Littleton businesses to assess their opportunities for sustainability and provide no-cost technical assistance as they evaluate and implement strategies that enhance their environmental stewardship. More than 25 Littleton business have enrolled in the sustainable business partnership program making them eligible for and helping many achieve statewide recognition.
BACKGROUND:
This sustainable business partnership between the cities utilizes a variety of strategies including direct contact, partnering with existing organizations and events such as through the Littleton Business Chamber and the cities, as well as hosting its own events tailored towards specific environmental goals such as waste diversion and decreased consumption of electricity and natural gas.
Prior Actions or Discussions
A presentation, including discussion, was provided regarding the results of the first 18 months of the program at a tri-cities joint council meeting in February 2026.
FISCAL IMPACTS:
This IGA is funded entirely from retail bag fee revenues that have restricted use under state law. Acceptable use includes funding local sustainability programs, public education efforts, and waste diversion efforts such as those provided through this sustainable business partnership.
STAFF RECOMMENDATION:
Staff recommend extending this IGA for two additional years.
ALTERNATIVES:
The city could choose to celebrate the achievements of the first two years of the IGA without continuing to partner in this program moving forward. Much of the work accomplished through this partnership would naturally come to an end without the additional, local, technical support.
PROPOSED MOTION:
Proposed Motion
I move to approve Resolution 53-2026 approving the first amendment to an Intergovernmental Agreement (IGA) with the City of Englewood for the provision of a shared green business program.
