POLICY QUESTION:
Does city council support an intergovernmental agreement (IGA) with the Town of Columbine Valley, Arapahoe County, and Colorado Department of Transportation (CDOT) to jointly fund a preliminary traffic study for Platte Canyon Road?
BACKGROUND:
Representatives from the Town of Columbine Valley, City of Littleton, Arapahoe County and CDOT developed a preliminary traffic feasibility study for Platte Canyon Road between Bowles Avenue and Mineral Avenue, to determine its existing and future capability to accommodate anticipated development in the area. The concern came about as a result of a traffic study prepared as part of Columbine Valley's review of possible development of the 105-acre Tuck property, new development on Coal Mine Road and at the southeast corner of Mineral Avenue and Platte Canyon Road.
STAFF ANALYSIS:
City staff has been attending the Platte Canyon Task Force meetings and wishes to keep informed of all development that would have an impact on traffic flow in the city limits of Littleton. The traffic study will identify the existing and future traffic; and operational, capacity and safety challenges for users on Platte Canyon Road, which is used daily by Littleton residents. Staff agrees the study is necessary for the health, safety, comfort, convenience and welfare of Littleton residents as well as the other surrounding jurisdictions.
FISCAL IMPACTS:
It is proposed the Town of Columbine Valley will contribute $8,000, the City of Littleton $1,000, Arapahoe County $2,000, and CDOT $2,000. The developer of the Wild Plum Farm property located in Columbine Valley has agreed to contribute $1,500. In the event the developer does not contribute that amount, that cost will be divided among the parties in accordance with the agreed to percentages in the IGA. The additional contribution by the City of Littleton would not exceed $115.39.
STAFF RECOMMENDATION:
One of the primary goals of this traffic study is to determine the impact future development will have on Platte Canyon Road and what improvements may be necessary to accommodate additional traffic. Staff recommends participating in the preliminary traffic feasibility study.
